SOLE SOURCE JUSTIFICATION

FOR SIMPLIFIED ACQUISITIONS

Storage Engine Inc. Redundant Tape Library

From: Mario D’Adamo, c\65 To: Code 0241 Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION FOR REDUNDANT TAPE LIBRARY

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY

REQUIREMENTS

The subject requisition is for the procurement of a redundant tape library system. A tape library system was procured in FY19 from Storage Engine, Inc. The currently installed system provides archiving capability of test data at the Compatibility Test Facility. However, there is currently no redundant archiving capability and the archived data is physically located in the same place (BLDG

633) as where the data is acquired. In the event of a catastrophic failure in BLDG 633, all the test data ever collected from the program is at risk. This new system would provide a redundant capability for archived data and be located in BLDG 87 alongside the redundant SAN. In the event of a continuity of operations situation, data could be recovered.

Storage Engine, Inc. provided the original archiving system, so in the interest of compatibility and interoperability, Storage Engine, Inc. should provide the new redundant system. This will allow for easier integration of the new system with the larger CTF DAS system.

Total estimated value is $118,536.37.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S

UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

This procurement is in support of storing CTF DAS data on an archiving tape system. The redundant archiving that this system will provide will allow CTF test data to be stored in two separate locations and in the event of a catastrophic failure, the data can be recovered. Inability to execute this purchase would put all acquired CTF test data at risk if a catastrophic failure occurs.

Also, if another vendor is chosen for this procurement, there is no guarantee of interoperability with the existing tape library system.

3. MARKET SURVEY

C\65 has conducted a market survey and Storage Engine is the only supplier of this material.
