SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch
2. Description of supplies or services required to meet agency needs (including the estimated value). In order to comply with requirements for NOAA OMAO Procedure 1701-21, Self-Contained Breathing Apparatus, 46 CFR 196.37-20, NFPA 1981, and Memo for Fleet Standardization – SCOTT SCBA Configuration. NOAA ships must maintain/replace aging fire-fighting respirator equipment. This purchase request provides (8) required SCBAs for the NOAA Ship Henry B. Bigelow complying with applicable regulations and (1) cylinder. The SCBAs are requested to be delivered by 01February2024 or As Soon As Possible for $62K.
3. Identification of the single source or the brand name to be solicited. Any distributor for Scott Safety, 4320 Goldmine Road Monroe, NC 28110.
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. As per memo for Fleet Standardization – SCOTT SCBA Configuration, 3M™ Scott™ Air-Pak™ X3 Pro SCBA meets the NFPA requirements for Self-Contained Breathing Apparatus and is the brand that most NOAA ships maintain. To minimize maintenance requirements, logistics, costs of manufacturer tests, and training for rotating crew, Scott is requested. Other manufacturers of similar respirators have minor variances; trying to maintain consistency between ships, especially of the same home port, will increase safety and minimize additional costs. This would also allow ships to borrow equipment from each other without requiring a wavier for different type units
Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. As per memo for Fleet Standardization – SCOTT SCBA Configuration, 3M™ Scott™ Air-Pak™ X3 Pro SCBA meets the NFPA requirements for Self-Contained Breathing Apparatus and is the brand that most NOAA ships maintain. To minimize maintenance requirements, logistics, costs of manufacturer tests, and training for rotating crew, Scott is requested. Existing inventory, manufacturer’s recommendations and NFPA references were reviewed for requirements and Scott is the brand that minimizes variances in the NOAA Fleet. Multiple sources sought for best price of required respirators.
