About this file

This document is a pre-solicitation notice for a non-competitive contract award to Illumina, Inc. for a NextSeq2000 Maintenance Agreement. The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the National Institute on Alcohol Abuse and Alcoholism (NIAAA), intends to award a purchase order without full and open competition.

The maintenance agreement is required to ensure the NextSeq2000 sequencer, used for genetic analyses supporting NIAAA's research, is kept in optimal running condition. The contract will provide 1 preventative maintenance visit, full coverage for unexpected breakdowns, replacement of any rendered useless reagents, and hardware/software updates at no additional cost. The service is only available from Illumina, the exclusive provider and servicer of the NextSeq2000 system. Responses to this notice are due by November 25, 2024. A determination will be made whether to proceed with the non-competitive award or conduct a competitive procurement.

INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A

CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.

The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to award a purchase order without providing for full and open competition to Illumina, Inc for NextSeq2000 Maintenance Agreement.

BACKGROUND

The NIAAA Laboratory of Neurogenetics conducts genetic analyses of DNA samples to determine the genetic contribution to various mental health conditions including alcohol use disorder. One method used to determine genetic contribution is sequencing of both DNA and RNA from various sources (human and animal blood and tissues can be sequenced with the NextSeq2000). The purpose of this contract is to obtain preventative maintenance and emergency repair service when needed for the NextSeq 2000 sequencing system (SN VH00750, NIH property number 02182400.

This agreement is needed to run from December 24, 2024 through December 23, 2025.

JUSTIFICATION

The Laboratory of Neurogenetics uses a state-of-the-art NextSeq2000 sequencer to generate sequence data for various projects including single cell sequencing of RNA samples from animals treated with alcohol and other drugs of abuse to determine the changes in gene expression related to the treatment. These experiments are time consuming and expensive. If the NextSeq2000 sequencer is not kept in optimal running condition, additional expense (in both time and money) will occur. Having this maintenance agreement in place will assure that the NextSeq2000 is in optimal running condition and should a hardware failure occur, will allow the laboratory to recoup the cost of the reagents lost as well as have access to expedited repair services (2 day on-site response target). The maintenance agreement also covers any updates to the NextSeq2000 hardware and control software that occur periodically throughout the year. The maintenance plan selected allows the laboratory to maximize performance of the NextSeq2000 sequencing while minimizing and downtime resulting from instrument failures. As the manufacturer of the NextSeq2000, Illumina, Inc is uniquely situated to provide service for the instrument. The Illumina product support service team includes highly qualified field service engineers (FSE), technical applications scientists (TAS), field application scientists (FAS) and others that are deeply familiar with the intricacies of the NextSeq2000 system and are thus able to deliver expedient and accurate services. The maintenance contract is need to allow the Laboratory of Neurogenetics to continue our research using the NextSeq2000. Purchase of the maintenance service from Illumina, Inc. is required because the Next2000 is a highly specialized instrument, which is sold and serviced exclusively by Illumina. No other company or service has the unique knowledge and equipment to service, repair and upgrade the instrument. The use of any company or vendor other than Illumina will void the warranty on the instrument.
