Statement of Work for FY24 Joint Base McGuire‐Dix‐Lakehurst

1. Objectives JB MDL requires Smart Handheld Radios that meets or exceeds the specs and peripherals of the Persistent Systems Man Portable Unit 5 (MPU%) capabilities that works seamlessly with the Android Team Awareness Kit (ATAK) systems, provides a self-healing mesh voice and data network on the ground and backbone utilizing the multiple-input, multiple output technology aligning with other DoD efforts that allows extended range and increased bandwidth. The smart radio must have Radio over Internet Protocol (RoIP) capability to integrate with legacy radios, have not node limitation with smart routing capability to prevent communications degradation, have ability to communicate BLOS using cloud relay, and offers radio spectrum diversity to allow flexibility.

3. Scope of Work The vendor will provide the equipment to improve commercial Satellite Communication, Military Small Communications Package, and LOS communications capabilities. JB MDL will be responsible for maintaining the accountability for this equipment.

5. Equipment Requirements and peripheral shall meet or exceed the specs of:

a. Persistent Systems MPU5 and peripherals:

MPU5 Chassis – WR-5100 High Power S Band RF Module – RF-2150 S Band Dipole Spring Base antenna – ANT-2003 Antenna Hpol S Band dismounted – ANT-2040 MPU5-D to IP67 Ether-F – CBL-DATA-2013 MPU5-A to USB-Ethernet Converter – CBL-DATA-2019 MPU5 22 pin to 6 pin U-329//u RoIP 36” – CBL-AUD-0001 Gen 5 Lithium-Ion Twist Lock Battery – BAT-06 Universal Soldier Portable Charger Unit – BAT-05 Battery Adapter Plate – BAT-07 Ruggedized Display Console System – WR-DISP-SYS-01 Dual PTT System – WR-PTT-SYS-03 Stereo headset with Dual PTT connector – ACC-AUD-075 GPS Antenna – ANT-4001 S Band Integrated Sector Antenna – WR-INT-ANT-SYS-01 Battery Eliminator Cable – CBL-PWR-0001 USB out + USB (TOC Display CBL Kit) – CBL-DATA-3003 MPU5 Battery Eliminator to cigarette lighter – CBL-PWR-0003 MPU5 22 pin to USB Compatible with all ports – CBL-DATA-2003 TOC Speaker Setup – WR-SPKR-SYS-01 Tier 2 Cloud Relay Hub Solution Configuration File – Cloud Relay Tier 2

6. Deliverables Delivery shall occur within 120 days of award. Items will be verified upon delivery.

7. Warranty The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.

· Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment.

· Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment.

8. GENERAL INFORMATION: ITEMS MUST BE BRAND NEW. REFURBISHED ITEMS ARE NOT AUTHORIZED.
