NICHD-23-150
INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A
CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health, National Institute of Child Health and Development (NICHD) intends to award a firm-fixed price purchase order to include four (4) option years without providing for full and open competition to REES Scientific USA for maintenance services on Rees Scientific automated temperature monitoring equipment.
JUSTIFICATION
The Rees Scientific temperature monitor system is a complex system that is used by multiple NICHD labs in buildings 9, 10 and 49. This is an essential system that notifies labs when there is a freezer fail. This prevents loss of irreplaceable samples. If this equipment fails, then it would negatively affect our program goals because we need the samples for our research. We need to keep this equipment working properly. Based on market research results, Rees Scientific is the only manufacturer and service provider of the Rees temperature monitoring equipment hardware and software used in the NICHD labs. We have 91 inputs/freezers covered under the current maintenance contract with Rees Scientific. It is their desktop application software, monitoring system, and inputs that are encased into the walls of the labs. Additionally, adding monitors to the current system and continuity of the system is critical to our research. We are not aware of any other company that has the knowledge and skills needed to maintain, service, and upgrade the current system, which includes proprietary components, at the level of performance needed.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
