INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A
CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health, National Institute of Child Health and Development (NICHD) intends to award a firm-fixed price purchase order without providing for full and open competition to Bio Oregon/MOORE-CLARK U.S.A., INC. for Zebrafish feed supplies.
JUSTIFICATION
Gemma Feed 300, 150, and 500 are needed in the NICHD aquatic facilities to meet the nutritional and dietary needs of the animals housed in the facility. It is imperative this feed be acquired to meet the nutritional needs of the animals to ensure loss of life due to malnutrition does not occur.
Without the feed listed above, the facility will have no means of feeding the animals. This would in turn result in the deterioration of the animal’s health culminating in their death. It is imperative to our research that this Gemma feed be acquired to ensure feed schedules continue with no lapse in feeding and that the facility is sufficiently stocked to account for the fluctuation in amount of feed used due to the increase and decrease in animal population. The Bio Oregon Gemma 300, 150, and 500 products have been tested/screened and approved for use by the facilities veterinarian and the researchers whose animals are housed in the aquatic facility for meeting the nutritional and dietary needs of the aquatic animals. To our knowledge, Bio Oregon does not utilize distributors or outsource to third party companies in offering the Gemma feed to NIH research facilities. This feed has been used in the aquatic facility for years and has continuously proven to be safe for the animals housed in the facility while meeting the nutritional standards set by the investigators and facility veterinarian. Gemma feed has been use in the facility since before 2017. The feed was tested and approved by the facility veterinarian and researchers at that time and has had subsequent testing to ensure that the nutritional value has remained the same. Due to the nutritional values and continuity of feeding schedules mentioned above, changing to a different feed at this stage could be detrimental to research and potentially cause significant loss in data, time and funds.
