About this file

This document is a Justification for Limiting Competition under the Simplified Acquisition Threshold (SAT) for the U.S. Army Contracting Command at Rock Island Arsenal. The procurement involves purchasing steam trap materials, specifically Armstrong Inverted Bucket Traps and Spirax-Saco Thermostatic Steam Traps, with a Purchase Order Number W4W9M506500Y. The contract is a new requirement with fixed-price funding from Operations & Maintenance, Army for Fiscal Year 2025, and includes a brand name specification.

The justification highlights that the specific brand parts are currently used in the steam system and require precise pressure and temperature ratings. MCAAP engineers researched the components and determined that using alternative parts would disrupt current system operations, potentially causing production halts, increased labor costs, and non-compliance with material requirements. The procurement will use price analysis techniques comparing pricing from competitive quotations, previous purchases, independent government estimates, and industry comparisons to ensure fair and reasonable pricing. The solicitation closes on 04/02/2025 at 10:00 am Central Daylight Savings time, and contractors must be registered in the System for Award Management (SAM).
