JML 12128700 – SALIENT CHARACTERISTICS
Salient features for Charpy impact test machine for testing metals including mill products like castings, forgings, plate, and manufactured specimens like weldments in the PSNS laboratory space; conforms to ASTM E 23. The use of calibrated measurement systems are required by the laboratory quality system. The minimum shipyard required features are a motorized impact testing system with a minimum of 300 ft-lbs capacity within an integrated safety guard and software for machine control and data acquisition. All of these components must be fully integrated and supported by the vendor.
The following shall be included as part of the original cost (no extra charge):
• Material test system capabilities and features include o Minimum impact capacity of 300ft-lbs (407 Joules).
o Ergonomic controls.
o Conforms to ASTM E23 testing.
o All materials and controls in the English language o Voltage 200-250 V must be transformed from 208 V o Integrated digital control and data acquisition electronics including impact load measurement.
o System configuration allows visual examination of machine component like foundation bolting, system friction evaluation and determination of windage and friction energy loss testing.
o Digital read out of energy absorbed.
o Operator safety debris shield (enclosure) around the machine with integrated test trigger upon closing access door.
• PC software which provides control of impact measurements with data acquisition, data analysis and enhanced reports, to be installed on an industry-standard model PC or equivalent all in one controller.
• Controller and printer: Controller can be a workstation PC with windows 10 or a dashboard style touch controller. The device shall communicate with a controller and peripherals with a hardwire technology (PC connection cable) like USB connection. It cannot communicate with the controller or peripherals via wireless means i.e., WIFI, Bluetooth, GPS, etc. The device manufacture may disable wireless functions in order to meet this requirement. The printer should be compatible with the device controller to allow printing of data reports.
• The software provided must be submitted for addition to the NAVSEA DADMS approval list.
• The device must be UL listed or subjected to third party NRTL certification. US equipment inspection/certification must include evaluation and testing of equipment in accordance with the applicable standards and/or regulations.
• Includes equipment and software technical Manuals in print or electronically in English language to cover each specific make, model year, and serial numbered piece of equipment:
o Operating instructions including start up, shut down and emergency shutdown procedures o Maintenance, service, and overhaul instructions, including all preventive maintenance schedules and lubrication chart
JML 12128700 – SALIENT CHARACTERISTICS
o Trouble-shooting guides o Parts list containing: illustrations, part numbers, part nomenclature, original manufacturer, cross reference numbers, and recommended spare parts including quantities o Energy control procedure, in accordance with 29 CFR 1910.147, OSHA Energy Control Standard to bring equipment to a zero energy state for maintenance o All mechanical and electrical schematics showing discrete components/block diagrams/wiring diagrams with inputs and outputs identified/system electrical interface documents and drawings for the specific model of all machine equipment/drives/controls supplied o Programming requirements
• Includes equipment warranty.
• Includes on site system set up and calibration. Installed system verified by an accredited service as defined by ASTM E23 for Direct Verification. Indirect Verification as defined by ASTM E23 completed successfully (NIST preferred) with acceptance certificate.
Reports of calibration shall be provided, and indicate the standards used for verification are traceable to the National Institute of Standards and Technology (NIST)
• Includes onsite training to familiarize personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage. The training shall be performed at the customer facility. Basic System and Software overview on the supplied system. Includes:
o Safety Awareness, o General testing safety precautions and system safety features
• Test instrument overview including:
o Integration and set-up tester and computer o Mounting and testing of all fixtures and transducers o Setup of hardware to the users immediate requirement o Review of the major system components o Powering on/off of instrument and software (if appropriate) o Console and software console controls o Calibration procedures o Review basic operation manual and related documentation o Creation if necessary, of 1 user test method to the user's requirement o Testing of specimens to confirm or verify test method.
o Review of test method results o Review of default/standard report format
