3. LOAD TEST OF CRANE LIFTING POINTS/PADEYES AND NON-DESTRUCTIVE TESTING OF
THE ATTACHMENT WELDS:
a. Each Garnet Blast machine shall have pads eyes installed that will allow the machine (being filled with garnet, etc.), to be lifted via crane.
b. The contractor shall perform these tests prior to shipping the equipment to the government. Each lifting point/padeye (on all four Garnet Blast Machine) shall undergo a load test for a minimum of 2 minutes without damage or deformation. The design & load test criteria, or Working Load Limit (WLL) for the lifting points/padeyes shall be per Process Instruction No. 611-400-026B, Appendix 1. Lift points/padeyes for 3 or 4 point lifts shall be sized such that any two points carry the entire load based on worse case load distribution with respect to the center of gravity.
Acceptance shall be based on no visible damage or permanent deformation following the proof test. Damage and permanent deformation is defined as cracks, tears, mushrooming of load-bearing areas, bent or twisted padeyes or structure, etc. On each lifting padeye (or immediately adjacent to it) the crane lifting point/padeye rated capacity, 125% (+5%, -0%) test load and test date shall be stenciled or labeled in 1-inch high letters. All design load calculations shall be based on the “maximum weight” (+10%) including the additional loads induced by the lifting sling angle (and the weight of loaded garnet, etc.), per Process Instruction (PI) for “Padeyes: Temporary and Permanent; Installation, Use and Removal of” (PI No. 611-400-026B), for Trident Refit Facility, Bangor (TRF, Bangor). A copy of this document can be provided upon request.
4. NRTL Certification - Each Garnet Blast Machine and its component parts shall be in compliance with applicable Code of Federal Regulations (CFR) Title 29, Part 1910. By definition, any equipment will be deemed acceptable and approved by TRF, Bangor, if it meets specific Occupational Safety and Health Administration (OSHA) conditions outlined in CFR Title 29, Part 1910; Subparts "O" and "S".
Specifically, equipment will be "Accepted" by TRF, Bangor, if it has been inspected and found by a Nationally Recognized Testing Laboratory (NRTL) to conform to specified plans or procedures of applicable codes. The equipment (as a whole system) shall be Nationally Recognized Testing Laboratory (NRTL) inspected and certified (by an OSHA authorized third party). If all Garnet Blast Machines are identical, only one Garnet Blast Machine needs to be NRTL inspected, and the NRTL certification shall apply to all four Garnet Blast Machines. Four (4) “hard” copies (one for each Garnet Blast Machine) of the NRTL certification report shall be provided. If the equipment type/model as already been NRTL inspected and certified, a certification report, four (4) ”hard” copies (one for each Garnet Blast Machine) or sticker documentation mounted on the equipment, (which acknowledges it is NRTL certified), shall be provided.
5. TECHNICAL DATA TO BE PROVIDED:
a. Operator / Maintenance / Repair Manuals - The Garnet Blast Machines shall be furnished with a total of two (2) hard copies (for all four Garnet Blast Machines) of the manufacturer’s standard Operation, Maintenance, and Repair Manual(s), bound in durable three ring binder(s). The manuals shall include all mechanical and electrical schematics showing discrete components/block diagrams/wiring diagrams with inputs and outputs identified/system electrical interface documents and drawings for the specific model of all machine equipment/drives/controls supplied. The information contained in the manual(s) shall reflect the unit and its components in the “as built” configuration. The information contained in the manual(s) shall be adequate to permit trouble shooting and repair of the equipment by journeymen level personnel. The information contained in the manual(s) shall be in the English language. The information contained in the manual(s) shall be in imperial units of measure. The vendor shall provide a “no asbestos used” statement, certifying that all products/materials (i.e. gaskets, etc.) used in the components of the equipment does not contain asbestos (as identified on paragraph 1.1.xv. in this Salient Characteristics listing).
The contractor shall provide a list of recommended consumable spare parts and possible sources for procurement.
b. Crane Lifting Point/Padeye Certification and Non-Destructive Testing (NDT) Report - Concurrent with delivery of the equipment, the contractor shall provide a signed, written certification of compliance (two hard copies) for all the lifting points/padeyes load test and NDT testing requirements (on all four Garnet Blast Machines) as outlined in this specification. The lifting points/padeyes certification statement shall include that all lifting pads have been designed in accordance with design criteria of per Process Instruction No. 611-400-026B, Appendix 1, and that each lifting point/padeye has successfully passed a 125% to 130% load test. The NDT report shall show the results of the magnetic particle or liquid penetrant examination of each load bearing weld of the lifting point/padeye. Failure to provide the satisfactory load test certification and the NDT report could result in rejection of this equipment, because of failure to comply with the terms of the contract.
c. NRTL Certification Documentation/Stickers - As outline in paragraph 3.
