4TH Operational Medical Readiness Squadron (OMRS) Product Description Human Performance Program, ForceDecks and HumanTrack Elite

1.0 OBJECTIVE:

The 4 OMRS Human Performance Cell has a requirement for a biofeedback system that analyzes an Airman’s neuromuscular performance in the Human Performance Optimization program.

2.0 BACKGROUND:

The 4FW/CC has asked the Human Performance Team at the 4MDG to investigate the leading technology systems that can better prepare SJAFB warfighters to be more resilient and prevent musculoskeletal injuries. This includes seeking out the most up-to-date evidence based interventions to integrate within the aircrew assessment process. Preventative medical care for back and neck injuries has been an issue brought to attention by the fighter aircrew. The intent of the biofeedback system will be to mitigate and manage neck/back pain in SJAFB war-fighters by programmatically providing training, recovery assistance, and support to preserve human combat capability.

3.0DESCRIPTION OF REQUIREMNT:
3.1Product Name: Brand Name or Equal ForceDecks System (FD4000)
3.2Description and Capabilities: Portable, dual plate system for analyzing neuromuscular performance, strength and imbalance, with real-time data.
3.3Specifications/Salient Characteristics:

· Brand Name or Equal ForceDecks System

· The analysis system must be calibrated and certified with an accuracy of ≥99.8%.

· The analysis system must have individual loading cells with the ability to capture very high degrees of loading capacities to screen for asymmetries within the Airmen.

· The software must include onsite and/or video conference training and education for performance and rehabilitation staff. Service must include review of analytical science for integrating the analysis tool into the Human Performance Program.

· Analysis package must provide raw, open source performance data.

· Items within the package must have the ability to be portable (not welded or permanent fixtures), in order to accommodate field operations.

· Analysis tool must test various testing protocols (countermovement jump, single-leg jump, squat jump, drop jump, land and hold, hop test, isometric tests and other general force-velocity analysis tests).

· Analysis software must be compatible with other data capturing software to include, but not limited to: Smartabase, CoachMePlus, Statistical Package for the Social Sciences, Volt Athletics, Bridge Athletics, Train Heroic, and Microsoft Excel.

· System must provide automatic feedback and detection of movements and the ability to analyze and screen for musculoskeletal injuries and enhance the combat capabilities of our warfighters at Seymour Johnson Air Force Base.

· Must include hospital grade power supply.

· Analytical software must be able to consolidate the captured information and provide an easy to use, easy to understand dashboard for the Human Performance Team, 4 Medical Group personnel, and other Airmen at Seymour Johnson Air Force Base.

· The dashboard must be able to display (at a minimum):

· Minimum force in Newtons

· (Newtons = kg x m/s2)

· Peak force in Newtons

· (Force = Mass (of athlete [kilograms]) times acceleration (velocity divided by time [meters per second2])

· Overall average force in Newtons

· Time to Peak Force (seconds)

· Peak RFD & time to peak RFD

· Concentric mean force / body mass (N/kg)

· Concentric mean power (Watts)

· Concentric mean power / body mass (W/kg)

· Concentric peak velocity (m/s)

· Concentric Rate for Force development (N/s)

· Concentric RFD / body mass (N/s/kg)

· Impulse in Newtons

· Defined as: Δp = FΔt

· Δp = change in momentum

· F = Force applied (in Newtons)

· Δt = length of time (in milliseconds)

· Minimum force applied asymmetrically [typically represented as a % between L & R]

· Peak force applied asymmetrically [typically represented as a % between L & R]

· Overall force applied asymmetrically [typically represented as a % between L & R]

· Impulse force applied asymmetrically [typically represented as a % between L & R]

· Stiffness (Newtons/meters)

3.5Description and Capabilities: Portable movement analysis system with pre-programmed tests and real-time performance assessment.
3.6Specifications/Salient Characteristics:

· Brand Name or Equal HumanTrak Elite System

· The analysis system must be able to identify more than 15 points on the Airman’s body for superior movement accuracy.

· The device must include a wearable sensor to track movement, inertia, and acceleration.

· The software must include onsite and/or video conference training and education for performance and rehabilitation staff. Service must include review of analytical science for integrating the analysis tool into the Human Performance Program.

· Analysis package must provide raw, open source performance data.

· Items within the package must have the ability to be portable, in order to accommodate field operations.

· Analysis tool must test various movement testing protocols such, as but not limited to: the Functional Movement Screen, balance, posture, joint angles (degrees), unilateral stability control, cervical range of motion (flexion, extension, rotation), joint ab/adduction tests, internal/external rotation, and uni-/bilateral/overhead squat tests.

· Analysis software must be compatible with other data capturing software to include, but not limited to: Smartabase, CoachMePlus, Statistical Package for the Social Sciences, Volt Athletics, Bridge Athletics, Train Heroic, and Microsoft Excel.

· System must provide automatic feedback and detection of movements and the ability to analyze and screen for musculoskeletal injuries and enhance the combat capabilities of our warfighters at Seymour Johnson Air Force Base.

· Analytical software must be able to consolidate the captured information and provide an easy to use, easy to understand dashboard for the Human Performance Team, 4 Medical Group personnel, and other Airmen at Seymour Johnson Air Force Base.

· The movement analysis system must have minimal requirements to maintain its capturing capabilities for longer than 5 years.
