DCMA-TD Welding Inspection Training

Continuing Education Training S5121A18R0019

Q. This item keeps showing up but seems very vague. Is it related to any training needed by DCMA. My company completed five contracts related to training for NDE. I also work at Salt Lake Community College and we worked with DCMA for about 12 years teaching the various NDE methods which ended early 2019. I don’t know if I should keep watching this solicitation number or if it applies to other types of training.

A. RFQ S5121A19Q0018 is related to this pre-solicitation notice, separate requests for quote were posted to FedBizOpps and referenced on S5121A18R0019 as they were posted.

Q. Under the “Performance Work Statement”, Item 1, Objective. Can you clarify the number of personnel. Is this a total of 180 individuals per quarter?

A. The 180 is the total number of students per each 12-month period of performance.

Q. Under the “Performance Work Statement”, Item 2, Course Content bullet point 3, it states, “It should also address how to choose the right process for the right application”. I don’t think DCMA personnel are qualified to do this. They need to interpret the specs and determine if they are followed correctly. They should know the advantages and disadvantages of the various methods.

A. DCMA does not choose the process, the contractor does it based on required specifications and standards in the solicitation. DCMA determines if contractor meets the requirements of the solicitation.

Q. Contractor Qualifications. “The instructor shall be an AWS Certified Welding Educator”.

You also have training requirements for NDE methods which include penetrant, magnetic particle, radiographic and ultrasonic testing. I have been a CWI and hold ASNT Level IIIs in the six major methods. There are no qualifications for teaching these? CWEs or CWIs don’t know NDE methods.

A. The NDE material/content in this welding course is only to provide general knowledge of the methods normally used in welding applications. No need for instructor to be ASNT Level III certified. NDE specific methods are taught to DCMA functionals through other non-destructive testing certification training.

Q. Under Addendum FAR 52.212-1 item 6. Institution’s National or Regional Accreditation Rating. Can a college submit a proposal?

A. Yes, provided the college has a valid System for Award Management record.
