Technical Specification for

Software Subscription License and Support of

Federal Contracts Report

1. Background The Defense Contract Management Agency (DCMA) is an agency in the United States with headquarters located in Ft. Lee, Virginia.

2. Statement of Work The major, principal purpose of this Technical Specification is the grant of Contractor of a subscription software license with support of the software titled Federal Contract Report to the DCMA. The software license shall include licensed access by DCMA employees to the Contractor’s Web-based search platform of various functionalities and procurement-related data and web-links.

Direct delivery of Contractor’s time and effort to perform tasks identified hereinafter are not separately priced by time, cost, employee labor category, and contract item and is not required by this technical specification. More importantly, the DCMA requirements here are for Contractor delivery of an end item of supply, e.g., updates, telephone/e-mail support, defect correction.

3. Requirements

3.0. The Contractor shall propose its software license and, if awarded a contract, grant and support a software license for a fixed, short term of one (1) year.

Software License: Federal Contracts Report Duration of Software License: 1 year subscription

Authorized Users: government personnel of DCMA (both military and civilian)

Quantity of Users: unlimited Hosting Location: on Contractor (licensor) premises

3.1. The Contractor shall propose and, if awarded a contract, provide to the DCMA the following content requirements from its Web-based search platform:

3.1.1. In-depth news reports on key developments affecting federal procurement and grant policies, management of programs, research and development activities.

3.1.2. Changes and trends in related legislation, regulation, and policy, including agency rulings and decisions from the Comptroller General.

3.1.3. Significant litigation in the courts, agency boards of contract appeals, and Government Accountability Office.

3.1.4. Federal procurement policies and regulations at the White House, as well as at individual federal agencies, including the Department of Defense, General Services Administration, and National Aeronautics and Space Administration.

3.1.5. Articles written by expert practitioners for additional analysis and essential data.

3.1.6. Congressional activities relating to procurement, including committee hearings.

3.1.7. Related industry and legal initiatives.

3.1.8. Fraud investigations and enforcement activities.

3.1.9. Key issues through exclusive analyses by outside authors who are experts in the procurement field.

3.2.1 Technical Support. Provide support of the Federal Contract Report subscription software license.

The furnishing of services to complete required tasks herein by the Contractor is of secondary importance, as stated in these requirements.

Contractor/Sub-Contractor personnel rendering the required software technical support to the DCMA are not subject to the supervision and control by the DCMA and its employees.

3.2.2. Phone Support:

DCMA authorized users will speak directly to customer support representatives of the Contractor over the phone. Phone support is often used for troubleshooting, etc.

3.2.3. E-mail Support.

Email is the primary means to offer web-based assistance for DCMA authorized users, when DCMA requests do not require an immediate answer.

4. Deliverables.

4.0. What Contractor personnel complete and deliver, as a product for completing their requirements hereinabove described, are not performed or accomplished on the DCMA sites.

Neither the inherent nature of the described requirements of the Contractor nor the manner in which these requirements are to be delivered by the Contractor to the DCMA require Government direction or Government supervision of any of the Contractor employees.

4.1. On or before the contract/purchase order award, the Contractor shall deliver to the DCMA Contracting Officer and to the Contracting Officer Technical Representative (COTR) in both written and digital, electronic form:

1. A Description Summary of the License & Support (Appendix A) that shall include:

i. license & support start date;

ii. license & support end date;

iii. software license SKU/Part Number;

iv. software support SKU/Part Number;

v. non-technical description of the software; if the software has components, then each component shall be listed;

and

vi. the license constraints:10 users

2. The Contractor’s Software License Agreement (Appendix B)

3. The Contractor’s Support Terms and Conditions (Appendix C)

4.2 For all software related business, the Contractor shall ship deliverables to:

5. Control Procedures:

The DCMA COTR will decide acceptance.

6. Government-Furnished Equipment and Support:

DCMA does not furnish to Contractor any government-furnished equipment and support, as the principal tools and equipment to perform and accomplish Contractor requirements.

7. Travel:

No travel is anticipated as part of this procurement request.
