TECHNICAL SPECIFICATIONS
Specification:
1. Background
The Defense Contract Management Agency (DCMA) is an agency in the United States with headquarters located in Ft. Lee, Virginia.
The DCMA processes Freedom of Information Act (FOIA) requests, as required by 5 U.S.C. § 552, et.
seq. The Agency processes approximately 250 FOIA requests per year. Currently, the DCMA FOIA
Office uses subscription software for six (6) users.
mailto:john.hampton@dcma.mil mailto:michael.toter@dcma.mil http://www.dfas.mil/
2. Statement of Work
The purpose of this Statement of Work (SOW) is to continue utilization of commercial-off-the-shelf
(COTS) FOIA specific subscription software for the DCMA FOIA Program. This subscription software is required to track FOIA requests, produce FOIA-specific reports for reporting and program management forecasts, and to capture and maintain data for the automatic production of the FOIA
Annual Report to Congress.
3. Requirements
The DCMA seeks to purchase COTS subscription software to fulfill DCMA’s current and future requirements for the subscription software management of DCMA FOIA requests. The DCMA expects to purchase six (6) licenses for this subscription software. The subscription software shall have the following capabilities:
•The subscription software shall provide web-based cloud software that has the functionality required to track, manage, and respond to FOIA requests for public records from receipt to completion and closeout of each FOIA action.
•The subscription software shall create FOIA reports and metrics for managing the FOIA program and the statutorily required FOIA Annual Report to Congress.
•The subscription software shall seamlessly integrate with the DCMA’s licensed Microsoft Outlook and
Microsoft Dynamics software without any further required customization.
•The subscription software shall have a finance-tracking feature that calculates and tracks all FOIA processing costs, including the consideration of fee status and waivers.
•The subscription software shall have an integrated tickler system that notifies DCMA staff of various deadlines, including, but not limited to: next action due, requestor response dates, agency response dates, appeal deadlines, etc.
4. Deliverables:
Because the requirement stated above for integration with Microsoft Outlook and Microsoft Dynamics commercial software, available as COTS, and because of existing familiarity and ease of access in their operation, functions and use by DCMA employees, no deliverables are anticipated as part of this procurement request:
4.1 No installation, design and configuration of the software is anticipated as part of this procurement request; however when specific training, reports development and/or customization needs arise, technical customer service will be available to ensure that the software is used to full potential in managing a fully compliant FOIA program.
5. Control Procedures:
The DCMA COTR will decide acceptance.
6. Government-Furnished Equipment and Support:
No government-furnished equipment and support are anticipated as part of this procurement request.
7. Travel:
No travel is anticipated as part of this procurement request.

Instructions to Offerors – Quotation Submission
The Government will be making a lowest price technically acceptable (LPTA) award decision. Quotes will be reviewed and evaluated to determine which quotes comply with the solicitation requirements and meet the
Government’s minimum requirements and have an acceptable Past Performance Rating. Evaluation of the quotes will be based upon the following factors:
Factor 1 - Technical Approach
Factor 2 - Licensing Agreements
Factor 3 - Past Performance.
Factor 4 – Price
PART II – Technical Proposal
Offerors must provide written technical information that demonstrates their qualifications to meet all requirements of the Technical Specifications. Technical information must include the following:
Factor 1 - Technical Approach http://www.section508.gov/ http://www.sam.gov/
For each item described in the Technical Specifications the offeror’s quotation shall provide the part number, manufacturer and description of the equipment/software that is proposed for that requirement. The description shall specifically identify how the proposed solution meets or exceeds each requirement stated in the specifications.
The offeror shall include a detailed statement and discussion of meeting the General Specifications spelled out in the specifications document using the order and outline below.
a) Technology Refresh
b) WAWF Documentation
c) Manufacturer Certification (if required)
Factor 2 - Licensing Agreements
Offerors must submit all applicable Software Licensing Agreement(s) that are customarily provided to the public.
PART III – Past Performance
Factor 3 – Past Performance
Past performance is an indicator of a contractor’s ability to perform satisfactorily on future awards and is a record of contractor’s conformance to specifications, quality conformance, adherence to contract schedules, and commitment to customer satisfaction.
The Government will utilize the Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov to evaluate contractor past performance for those contractors having previously performed on a Federal Government contract(s). PPIRS is a web-enabled, government-wide application that collects quantifiable and narrative contractor past performance information from all Federal contracting agencies and provides a contractor’s previous performance based on Federal Stock Class (FSC) or Product Service Code (PSC).
In the event no information is available in PPIRS, the offeror may be requested to submit information on past and current Federal, State and local government as well as private sector contracts performed by the offeror within the last three years that are similar in nature to this acquisition; or may be assigned a neutral rating for the offeror, for the purposes of this solicitation a neutral rating shall be deemed acceptable. By submitting past performance information, the offeror agrees to permit the Government's representative to contact the listed reference and inquire of the offeror's performance.
PART IV – Price Quote
Provide pricing using the attached pricing spreadsheet (Attachment 2) which includes the basic description of required line items as outlined in the RFP. It is up to the offeror to carefully review the PWS and quote all line items that will be necessary for the offeror to successfully perform the contract.
The quantities provided in the pricing spreadsheet (Attachment 2) are estimates only and are provided for evaluation purposes only. Actual order quantities may vary.
The offeror shall carefully review the Technical Specifications and quote all costs that will be necessary for the offeror to successfully perform the contract.
Any information obtained will be identified as “Source Selection Sensitive Information.”
http://www.ppirs.gov/
EVALUATION AND AWARD CRITERIA
Quotes submitted in response to this RFQ will be evaluated in accordance with the evaluation criteria set forth below. It is imperative that offerors respond directly to each area specified and to ensure that their quote is submitted on the most favorable terms, since less than their best potential could result in exclusion of the quote from further consideration. Responses which merely repeat the Technical Requirements cannot be considered as being responsive to the requirements of the RFQ. Assurances of experience, capability or qualifications, without a clear demonstration to support the claim, may adversely influence the evaluation of the quote.
The Government intends to evaluate and make award without discussions. Quotations should contain the vendor's best terms regarding non-price and price factors. Additionally, the Government reserves the right to conduct discussions and request revisions to quotations if it is determined to be necessary. If a negotiation range is established, the Government may limit the number of offers in the negotiation range to the greatest number that will permit an efficient competition.
Award will be made to the offeror whose quotation complies with the RFQ, meets the Government’s minimum requirements and has an acceptable Past Performance rating. Once the non-price submissions have been evaluated the evaluated quotations that have been determined technically acceptable and have an acceptable Past Performance rating will then be compared to the price quotes and an award will be made to the lowest priced offer.
PART I – Administrative Data
Quotes that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration.
PART II – Technical
Factor 1 – Technical Approach
The Government will evaluate each offer to ensure that the Offeror addressed and meets the minimum Technical and
General Specifications in the attached Technical Specifications.
Factor 2 – Licensing Agreements
Software Licensing Agreements will be reviewed to determine: 1) consistency with Federal Law; 2) meets the
Government’s needs. The license(s) will be determined acceptable or not acceptable.
PART III – Past Performance
Factor 3 – Past Performance
Offeror’s past performance will be evaluated to determine how well the offeror demonstrated compliance with prior contract requirements for work similar in nature to the work described in the Technical Specification. The
Government will utilize the Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov to evaluate contractor past performance for those contractors having previously performed on a Federal Government contract(s).
The Government may also consider past performance information obtained through source(s) provided from the offeror or other sources. A neutral rating may be applied for any contractor not having data available, for the purposes of this solicitation a neutral rating shall be deemed acceptable.
PART IV – Price Quote
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. An offer may be rejected or not be considered for award if it is materially unbalanced. An offer is considered to be materially unbalanced when it is based on prices significantly less for some deliverables and http://www.ppirs.gov/ prices which are significantly higher for other similar deliverables; and/or when discrepancies are present between prices for the basic requirement and prices for the option requirement.
Evaluation of options shall not obligate the Government to exercise the option(s).
Offerors price proposal must include a spreadsheet containing the offerors proposed price.
Evaluation of price will be accomplished separately from the technical evaluation.
Any significant inconsistency, if unexplained, raises a fundamental issue of the offerors understanding of the nature and scope of the work required. It also may reflect on the offerors ability to perform the contract within financial restraints and may be cause for not selecting the proposal for award.
