SUBJECT: Brand Name Justification for S24-023 Simics 6 Licenses
1. The B1-CITS team ClllTently supports their viltual lab environment utilizing SIMICS 6 software hcenses. The software tool enables the team to organically host the Bl-CITS Operational Flight Program (OFP) in a viltual envil·onment. This vi1tual lab envil·onment expands OFP testing access by eliminating roadblocks
2. The upgrade acquisition provides additional licenses thereby allowing the team increased productivity and expanded capabilities, utilizing a software version supported by the vendor. The viltual lab envil·omnent is built around using SIMJCS. Utilizing any other product is not a viable option as it would require the lab's complete redesign and reengineering. The Government has already invested $54,004.50 to this software on previous contract FA813622F0174. That money cannot be recouped if another software was to be pmchased.
3. Therefore, it is requested that Simics Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.
4. Market research was performed by reviewing mandatory somces under (NAICS) Code 541519) looking for companies that could provide the listed items above. Mandat01y sources, DOD ESI and GSA 2-Git (RFQ 1667485) had zero response. An RFQ was placed in NASA SEWP (RFQ 290290) to 129 Vendors with 5 responses. Based on the stated market research and the time required for this (Commodity) to be completed it is in the best interest of the Government to proceed with this purchase through local contracting as a small business set aside acquisition. The government based its estimate off of the ROM from Blue Tech since it was in the middle of the ROMs as far as cost.
