Statement Of Need for
MicroStrategy
1. PURPOSE
The US Department of Housing and Urban Development (US Dept. of HUD) objective for the DCIO IOO Material Procurement for MicroStrategy is to obtain renewal support services for HUD’s MicroStrategy licenses and an enterprise license.
2. SCOPE
The US Dept. of HUD has a need to renew its licenses and support services for MicroStrategy. The MicroStrategy licenses and license support services were originally procured in November 2020 to support HUD Headquarters and HUD’s other government corporation mission requirements.
3. SPECIFICATIONS
Below are the type of licenses and quantity we are acquiring.

4. DELIVERY (SHIPPING AND HANDLING INSTRUCTIONS)
License pins should be delivered to:

5. WARRANTY
The vendor must provide quality warranty for at least one year (12 months) for the above items (referring to tangible elements), or as stated in the technical specifications of each item.
If HUD receives a warranty claim for any product(s), it will be sent to the vendor’s location to perform an evaluation, with no charge to HUD, to verify the status of the claim and the product. If the warranty department of the vendor determines that the product has a defect covered under the warranty, vendor must replace. HUD is not responsible for any transportation charges. Replacement products must be in new condition.

The vendor must guarantee, through a certification, that the manufacturer’s representative is able to provide support within HUD’s infrastructure in Headquarters’ location.
During the warranty period, the contractor must respond to any technical requests over the phone or e-mail in a maximum of two hours.
During the warranty period, the contractor must repair the software and leave it in perfect operating condition in a maximum response time of 48 hours, at the site of the request.
6. REHABILITATION ACT AMENDMENTS OF 1998 – SECTION 508 APPLICABILITY
All items which are identified as EIT in terms of Section 508 (Accessibility) requirements must be noted by the contractor as compliant, non-compliant, or requiring Agency Review based on how the equipment meets or does not meet the applicable standards for that technology.
EIT is information technology (IT), as defined at FAR 2.101, and any equipment or interconnected system or subsystem of equipment, which is used in the creation, conversion, or duplication of data or information. EIT includes:
*telecommunication products, such as telephones;
*information kiosks;
*transaction machines;
*World Wide Web sites;
*Software and Operating Systems *Computers *multimedia (including recordable media); and o office equipment, such as copiers and fax machines.
EIT is defined by the Access Board at 36 CFR 1194.4 and in the FAR at 2.101.
a. Applicable Standards
One or more of the following 508 standards apply to all SEWP EIT line items
- Software Applications and Operating Systems (1194.21)
- Web-based Intranet and Internet Information and Applications (1194.22)
- Telecommunications Products (1194.23)
- Video and Multimedia Products (1194.24)
- Self Contained, Closed Products (1194.25)
- Desktop and Portable Computers (1194.26)
- Subpart C ‐‐Functional Performance Criteria § 1194.31 Functional performance criteria (If none of the technical standards of Subpart B applies, then Subpart C applies)
The contractor must comply with these technical standards at 36 CFR 1194. The contractor must provide a completed Government Product Assessment Template (GPAT) and/or document how each product was tested for Section 508 conformance. All Section 508 standards will be complied with in performing this contract.
7. INSPECTION AND ACCEPTANCE
HUD will Check to make sure access to the tools we are purchasing is granted and works as expected.
