About this file

This document is an amendment to a solicitation for a federal contract to replace a security camera surveillance system. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 is seeking to replace cameras and install new networking equipment at several existing locations. Offerors must acknowledge receipt of the amendment by July 17, 2020. Responses are provided to clarify questions about asbestos abatement, flooring types, new card readers integrating with the existing PACS system, and conduit and cable requirements. The existing analog camera system will be replaced with an IP system, and some existing cameras and equipment will be reused with new fiber optic cabling connected back to the new main equipment locations.

Changes to Drawings

1. 1.A-600 – on the Room Finish Schedule under the Floor column, replace RB-XX with VCT-XX.

2. 1.EY000 – add to Key Note 1 “PIV card reader to be HID RPK40 multiCLASS SE Reader.

RESPONSES:

1. The revised PPQ in Amendment 0003 did not include the questionnaire for the evaluator to fill in. Additionally, the letter still has the PPQ deadline as 7/13/20 rather than the revised deadline of 7/15/20. A revised PPQ was posted on 7/9/2020 with a due date of 7/15/20.

1. RFI Responses 07/09/20 Clarifications: The RFI is asking if the SSHO and the superintendent must be two separate, full-time employees onsite for the duration of the project, or if the superintendent can also be the SSHO. Please provide clarification. Answer: Refer to 01 35 26, 1.7, C C. These Competent Persons can have collateral duties as the subcontractor’s superintendent and/or work crew lead persons as well as fill more than one specialized CP role (i.e. Asbestos, Electrical, Cranes, & Derricks, Demolition, Fall Protection, Fire Safety/Life Safety, Ladder, Rigging, Scaffolds, and Trenches/Excavations). However, the SSHO has be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO

1. RFI Responses 07/09/20 Clarifications: The RFI response to 039 states that notes on sheet 1.AD100 indicate locations and quantities of ACM. However, It does not appear there are any notes on 1.AD100 which refer to asbestos. Please provide the exact sheet, note spec section, etc. which refers to asbestos on this project.

Answer: Abate floor tile and mastic in rooms CEG1, CEG4, CEG6, and CEG7 as shown on Drawing 1.AD100. Abate up to ten (10) TSI pipe fitting joints above ceiling at this same location.

The previous response identifies the rooms to have floor tile and mastic abated. A quantity is given for TSI.

1. RFI Responses 07/09/20 Clarifications: The RFI response for 040 says the finish legend references RB-XX floor type. However, as described in the RFI 040, the RB-XX in the finish legend is a rubber base, not a floor. However, the finish schedule list flooring type as RB-XX (which is a rubber base, not a floor). Please provide the flooring type for CEG5A and CEG6. Answer: Refer to Drawing 1.A-600 Finish Legend for the finishes referenced by the Room Finish Schedule The previous response misread the question. On the Room Finish Schedule under the Floor column, replace RB-XX with VCT-XX.

1. RFI Responses 07/09/20 Clarifications: The RFI response for 059-061 says to delete the PACS spec form the project. However, there are 3 new card readers on this project. How are we to address the new card readers if PACS is deleted from the project? On Drawing 1.EY000, add to Key Note 1 “PIV card reader to be HID RPK40 multiCLASS SE Reader.

1. Additionally, if the contractor is required to integrate the new card readers into the existing system, please provide the existing system brand, model, type, etc. See response above.

1. RFI Responses 07/09/20 Clarifications: The RFI 089 attempted to ask if all of the existing coaxial cable to the existing cameras to remain (not the coaxial cable of the replaced cameras) is to be removed and replaced with new CAT6. No

1. If all existing cameras to remain are to receive new CAT6 and all existing coaxial cable to existing cameras to remain is intended to be removed, is the replacement CAT6 required to be in conduit or can it be run in the existing cable trays, j-hooks and other existing raceways in corridors and common areas? See response above.

1. Is the new CAT6 between newly replaced cameras and the new Racks to be fully in conduit or can it be installed in the existing cable trays, j-hooks and other existing raceways in corridors and common areas?

Refer to Section 28 05 28.33, 1.1, A.

A. This section specifies the finishing, installation, connection, testing certification of the conduit, fittings, and boxes to form a complete, coordinated, raceway system(s). Conduits and when approved separate UL Certified and Listed partitioned telecommunications raceways are required for a fully functional Electronic Safety and Security (ESS) system. Raceways are required for all electronic safety and security cabling unless shown or specified otherwise.

1. RFI Responses 07/09/20 Clarifications: The RFI 088 asked if the new switch enclosure/racks as shown on the camera schedule are new racks replacing existing, or if they are new racks in new locations where an existing rack was not previously located. The response says to refer to the camera schedule, but the camera schedule does not appear to answer this question. Please provide an answer or point directly to the location of the answer on the camera schedule.

Question: 15. If the existing camera system is analog, and switching to IP, will the existing coaxial cable need to be removed as part of this scope of work.

Answer: Refer to the Notes on the Camera Schedule Camera Schedule Notes: All camera locations are existing; only those identified as New are existing cameras to be replaced with new cameras.

(a) Use existing path for exterior cameras to enter building and run cabling to nearest switch location on floor

(b) Provide Ward 1C/D new local monitoring and recording capability, provide multi-mode fiber connection back to new SCC

(c) Existing Residential Unit 2C and 2D equipment and cameras to remain and be reused, provide multi-mode fiber connection back to new SCC

(d) Existing Bed Tower cameras to remain and be reused - Site locations at entrance canopy; Building locations ground floor Lobby area, Stair, Agent Cashier, Travel

(e) Existing Parking Garage equipment and cameras to remain and be reused; extend and terminate existing fiber in CEG4 at new SCC equipment

(f) Existing VCS equipment and cameras to remain and be reused; provide multi-mode fiber connection back to new SCC

(g) Provide Emergency Department cameras in high security type enclosure; (4) Psych and (2) Security Hold

1. Do the existing cameras to remain stay routed through the existing racks or do they get rerouted into the new racks? See response above
