About this file
This document contains responses to contractor questions regarding a federal solicitation to replace plumbing systems in Building 64 at a Veterans Affairs medical center. The solicitation seeks to replace plumbing throughout multiple phases of the building to minimize downtime impacts to critical hospital areas. The contracting agency will consider schedule adjustments and additional phases proposed by contractors to further reduce disruptions. The response deadline for proposals remains November 10, 2022, though the agency indicated flexibility in phasing and schedule based on coordination with facility staff. No asbestos reports were available due to the age of the building, but differing site conditions will be handled through change orders.

| PROJ: 573-18-604 | ||
| RFI's/Questions | Government Response | |
| 1 | Spec Section 02 82 13.13, 1.1.2 Extent of Work states “Below is a brief description of the estimated quantities of asbestos containing materials to be abated…” but no items and quantities are listed. Please provide an abatement report and items/quantities to be abated. | VA Response: No recent abestos survey is available. Division 02- Existing Conditions of the Master Specifications provides the requirements related to asbestos abatement in Section 02 82 13.13. |
| 2 | Please provide RCP drawings of existing conditions so we know where we there is ACT versus hard lids. | VA Response: No drawings available. |
| 3 | Please confirm that this project is tax exempt. | This project is not tax exempt. |
| 4 | During the site visit, it was mentioned that there may be a significant amount of work that might need to be done outside of contractor’s regular work hours (7am to 4pm). Please confirm the work hours for each phase and how much night work can be anticipated. | VA Response: There are multiple factors to consider in order to specify hours of work. That is something that needs to be addressed by each phase of the project depending on availablity to relocate staff, swing space for relocation, meeting require notification for moving staf, move furniture, shut down utilities, etc. |
| 5 | After attending the pre-bid/site visit and obtaining a more detailed perspective on the scope of work, phasing requirements and the necessity to have an extensive and well thought out approach to accomplish this project that needs to be submitted with our proposal, we need more time to put our entire bid package together. Because Thanksgiving holiday week is the week of Nov 21st to the 25th, we need the bid date to be extended to Dec 1. | An extension will not be granted at this time. Please monitor Contracting Opportunities for future updates. |
| 6 | Given the complexity of the project, please extend the RFI deadline to Nov 22. | The date for RFI's has passed. |
| 7 | Due to the instability in our current economy with price escalations and procurement issues, please change the contract type to a Fixed-Price with Economics Price Adjustments pursuant to FAR 16.203. | This is a Firm Fixed Price contract type. |
| 8 | Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO? | VA Response: Yes if properly qualified but also subject to revocation if deemed necessary going forward. |
| 9 | If no to the question above, will the SSHO need to be full-time for this project? | VA sResponse: N/A |
| 10 | Drawings show temp piping catching one riser when there are multiple risers shown. Are we to provide temp piping to the riser showing temp piping or are we to assume all existing risers will have temp piping tied into a main temp line going back to the sump pump? | AG Response: All existing risers will require temp piping. Temp piping shall be installed per the phasing plans on the P-200 sheets. |
VA Response: Contractor to follow SOW. VA will not provide any temporary piping.
| 11 | Per the sump pump schedule, the pump is called out to 208volts. Per notes 4 on the drawings, it calls out for 480v breakers. Should the sump pump be 480volts? | AG Response: Thank you for bringing this to our attention. On sheet PL-220 coded note 4, all instances of "480V" should be revised to state "208V." |
| 12 | Have all elements of the existing sanitary system been visually confirmed for accuracy or were the current drawings developed from as-builts? | AG Response: The drawings are based on existing drawings and limited visual inspections. Corridors are crowded with existing utilities making visual inspection difficult without removal of existing utilities. Photos have been provided on the drawings to show the existing conditions observed. |
VA Response: Pictures were provided as part of the design, no current as built are available.
13 Please confirm the phasing can be changed to allow for an improved sequence or to lessen downtimes to the facility. AG Response: Any deviations from phasing sequences for downtime improvements will require COR approval.
VA Response: We can be flexible to adjust based on factors indicated before.
| 14 | Please clarify who will be responsible to remove and store equipment/ medical items from each phase. | VA Response: Should be determined when schedule is defined and meetings with COR, Users and LC Hospital staff reviewed. |
| 15 | Can an additional phase be prepared with ICRA containment while plumbing scope is being completed in a separate phase or will all phases need to be completed prior to mobilizing onto the next? | AG Response: All phases shall be completed prior to mobilizing onto the next phase. Confirm with COR for approval if any areas can be prepared for additional phases while plumbing scope is being completed. |
VA Response: COR will need notification ahead of time as when the current phase of work be completed so that Users and LC Hospital staff has been relocated and next phase work site becomes available.
16 Secondary to the question above. Will the VA require downtime between phases to re-establish areas after the SOW for each phase has been complete? If so, please outline an anticipated duration. AG Response: Phases shall be completed and in full operation before starting work on the next phase. Confirm with the COR for any downtime required between phases.
VA Response: If space is require for relocation of staff or equipment, then yes. Schedule shall be submitted, reviewed, discussed and plan prior to proceed. COR to coordinate.
| 17 | Can preparation work items like ICRA construction be completed during normal business hours? | VA Response: If the above is available, yes. But needs to be properly planned. |
| 18 | During the site walk it was discussed that certain phases will need to have accelerated schedules due to the impact to critical areas of the hospital. Please identify these areas. | VA Response: Should be determined when schedule is defined and meetings with COR, Users and LC Hospital staff reviewed. |
| 19 | Please confirm that the kitchen loading dock and main loading docks will be acceptable entry points for both manpower and material. | VA Response: It will depend on other factors but it will be the main entry point location. Also will depend on other projects at the time of award. |
| 20 | Please provide the latest asbestos reports for the scope areas. | VA Response: See RFI #1. |
| 21 | As noted during the site visit, there is no anticipated ACM areas within this SOW. However, due to the age of the facility we cannot rule out that we will not encounter ACM during the project. If abatement is determined necessary during the project will this be handled under our contract as a change order? | It is anticipated that any differing site conditions will be handled under the contract as a change order. |
| 22 | During the site walk we encountered an instance of what appeared to be chemical waste tied directly into a sanitary riser within room BB15. Are instances like this to be corrected by the contractor under the base contract or will change orders be issued to correct issues not present on the drawings? | VA Response: We believe it should be but the CO, IH and COR shall confirm and provide proper procedure to document. |
| 23 | The plumbing sheets note that “PIPING ROUTED UP TO SERVICE FIXTURE ABOVE. BEFORE DEMOLITION, FIXTURES ABOVE SHALL BE SHUT DOWN TEMPORARILY UNTIL THE PHASE OF CONSTRUCTION INDICATED ON THIS SHEET IS COMPLETE.” Please clarify the intent of this statement | AG Response: The intent is to mark any fixtures to be demolished on the floors above as “Temporarily Shut Down” to prevent anyone from using the fixtures during construction. |
| 24 | The drawings indicate that the existing ceilings shall be removed and replaced to facilitate replacement. Is this to mean that the entire ceiling is to be replaced or purely the segments that have been disturbed by construction. | VA Response: We believe it should be the segment needed to replace piping or equipment but COR and CO shall confirm. |
| 25 | Please provide a reflected ceiling plan for the areas affected by construction. | VA Response: Not all areas have digital drawings available. AE to provide if available. |
| 26 | Please provide the electrical panel schedule and model information for both existing panels. | AG Response: Panels LB1, LB2, BA1, BA2 are Square D NQOB. Panel REF2 is Square D NQOD. Panel 64-AB10 is Eaton CH. Panel REF1 is Cutler Hammer NFB. These panels have sufficient existing spaces for new required breakers. |
