Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about March 11, 2022, to Government Scientific Source, Inc. The period of performance will be for ninety calendar days after issuance of the notice to proceed.
This requirement includes the purchase of a tissue tek embedding console system. This unit allows the facility to have two full staining programs on board to separate GYN from NON-GYN/FNA stain programs allowing the facility to embed samples for viewing on a microscope. An accreditation requirement is that GYN not be stained in the same stain line as NON- GYN/FNA specimens. The facility currently has this same model and is fully validated to do the stains on the unit. Require an exact replacement, and Government Scientific Source, Inc. is the only manufacturer that will meet facility needs. An exact replacement will facilitate a quick processing turnover instead of setting up new equipment and a validation process. If the facility purchases another manufacturer's system, then the facility has to revalidate that system. Three analyzers will have to be revalidated and shut down testing for a couple of months, severely affecting patient care. Additionally, the contractor will be responsible for delivering the tissue tek to the Mountian Home VA Medical Center in a timely manner.
NCO 9 intends to non-competitively award this requirement to Government Scientific Source, Inc, since the brand of tissue tek must be compatible with the current tissue tek utilized at Mountian Home VA Medical Center facilities. The tissue tek previously obtained has provided the facility with the capacity to tissue embedding in routine and emergency circumstances. As a result, any contractor other than Government Scientific Source, Inc, that would provide a tissue tek to the facility would unintentionally cause a delay in tissue embedding. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 334516, with a size standard of
1000. The applicable Product Service Code is 6515. This notice of intent is not a request for proposals or quotes. However, all responsible service-disabled veteran-owned small business sources and veteran-owned small business sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar steam water heater is available that will provide comparable water heating abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
