Statement of Work LIBS Non-Destructive Testing Equipment
Grand Junction WCHCS 575
1. Purpose: To determine chemical composition of different alloys of piping, specifically cast Iron and forged carbon steel fittings. The Grand Junction VA requires a Laser Induced Breakdown Spectroscopy (LIBS) Gun.
2. Background: The Grand Junction VA requires equipment to determine chemical composition of cast iron and forged carbon steel in accordance with VHA operational alert and guidance document FY2022-01. This Guidance requires removal of all cast iron fittings to be replaced with carbon steel. Test methods to identify the difference between cast iron and steel are destructive methods that would render fitting inoperable for use. The WCHCS Engineering projects team determined that nondestructive LIBS spectrometry was an acceptable method to identify metals to be installed in the steam system.
3. Specifics: The instrument and its associated hardware for the Grand Junction WCHCS will have the following specifications:
A. LIBS Analyzer
a. Must use a Laser source to take samples chemical composition of metal
b. Must be able to detect Carbon within 0.25% to 15%
c. Must be able to detect Silicon to an accuracy within 0% to 6.5%
d. Must have spectrometer range from 190nm to 420nm.
e. Should be handheld device that weighs between 3 and 6 pounds.
f. Must be battery powered
g. Should have a display screen between 2.5 and 3 inches.
h. Must have library of grades of material to display once sample is taken
i. Must have ability to be calibrated.
j. Must not leave mark on sample material greater than 0.050 of an inch.
k. Must have argon shielding gas for laser.

l. Must have range to detect elements C, Be, Mg, Al, Si, Ti, V, Cr, Mn, Fe, Co, Ni Cu, Cu, Zn, Zr, Pb, Bi, Ag, Se, Nb, Ta, Re, Mo, W.
4. Warranty: The Analyzer and associate hardware shall have a minimum warranty of 5 years.
5. Evaluation Criteria: The evaluation criteria are delivery date and price. Delivery date is more important than price. Delivery date is number of days from award to delivery to Grand Junction WCHCS
6. General:
The Analyzer shall be delivered to the Grand Junction WCHCS, 2121 North Ave, Grand Junction, CO 81501.
