DESCRIPTION

The Department of Veterans Affairs (DVA) currently intends to solicit a single source and award a contract to provide Metasys Maintenance with Johnson Controls Inc. The intended source is currently: Johnson Controls

Inc | 511 Mineral Trace, Suite 200 | Hoover, AL 35244.

The statutory authority for the sole source procurement is FAR 13.106(b) Soliciting from a single source and the anticipated award date is 15 Sep 2021

An indefinite delivery indefinite quantity procurement is anticipated for a base period plus one option period.

RESPONSES ARE HIGHLY ENCOURAGED

All responses to this notice must be in writing and include the Notice # 36C24721Q1170 in the subject line.

Additionally, responses must also include:

1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not.

Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 11:00am EST on 16

Aug 2021 to: Benford.Brundage@va.gov. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

OBJECTIVE:

The objective of this contract is to provide base plus options to the Central Alabama Veterans

Health Care System (CAVHCS) with a contractual obligation that encompasses the maintenance of the Energy Management System at the Montgomery and Tuskegee Campuses.

This contract shall not require access to a VA system or VA sensitive information (e.g., system administrator privileged access to a VA system, or contractor systems or processes that utilize

VA sensitive information).

SITE VISIT:

Bidders shall visit the site to confirm location, dimension, and condition of the required for the fulfillment of this contract. The site visit shall be for the purpose of observing firsthand any conditions relevant to the fulfillment of this contract. No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The site addresses are:

CONTRACTOR RESPONSIBILTY:

The Contractor shall provide all labor, material, supplies, equipment and supervision necessary for execution of this contract. Contractor shall be responsible for the following:

1. Contractor shall provide the services of one (1) fully trained Metasys technician for

(66) hours per month, with weekly visits deemed appropriate by the Montgomery and Tuskegee Campus Contracting officer's technical representative (COTR), to successfully complete preventive maintenance tasking to a level deemed satisfactory.

Preventive maintenance shall include telephone consulting services, system operating assistance via web, sequence verification and network analysis. Annual minor software updates.

2. Contractor shall include Metasys annunciation services for a total of TWO (2) remote annunciation devices and yearly extended architecture Metasys software upgrades for Montgomery and Tuskegee Campus

3. Contractor shall include ISP Web-based services for Seven (7) CAVHCS facilities:

Montgomery, Fort Rucker, Columbus, Downtown Columbus, Dothan, Monroeville, and MVAC-Chantilly. Services for monitoring of Pharmacy Refrigeration Equipment and SPS Sterile Rooms.

4. Contractor shall perform quarterly inspections of the Fire Alarm System during the months of November, February, May, and August. The invoicing will be quarterly

5. Contractor will provide mechanical resource (132) hours per month to assist HVAC personnel with preventive maintenance and campus troubleshooting duties at the Montgomery and Tuskegee Campus

6. Annual Montgomery and Tuskegee Campus Certified Air Change Testing.

Certified Air Testing Includes: (Montgomery)

• 5 Exhaust Fan Systems

• Air exchange reports for 4 OR’s and 1 Recovery room.

• Lab & Morgue air flow testing

• Sterile Storage air flow testing

Additional Certified Air Testing Includes: (Montgomery)

• Air exchange reports for 14 rooms.

• Exhaust Fan system for the above

• Supply AHU for the above

Certified Air Testing Includes: (Tuskegee)

• Air exchange reports for the decontamination, prep, wash, sterilization, and sterile storage rooms.

7. Contractor shall provide maintenance service and repair hours, doing normal duty hours for the Metasys Energy Management System (EMS); 7:00 a.m. to 4:30 p.m., Monday through Friday. A three (3) hour response time is required for emergency maintenance service and repair.

8. Contractor shall provide maintenance service and repair hours, doing normal during duty hours for the Fire Alarm System; 7:00 a.m. to 4:30 p.m., Monday through Friday. A three (3) hour response time is required for emergency maintenance service and repair.

9. Contractor shall provide maintenance service and repair hours, doing normal duty hours for Mechanical Services; 7:00 a.m. to 4:30 p.m., Monday through Friday. A three (3) hour response time is required for emergency maintenance service and repair.

HOURS OF WORK:

The hours of work shall take place during the normal business hours of 7:00 AM to 4:30 PM, Monday through Friday, Federal Holidays excluded. Request for weekend work must be submitted in writing. “Inspections” will require a prior five-day notification submitted to the

Contract Officers Technical Representative (COTR) or government representative.

WARRANTY:

Contractor shall warrant that the equipment shall be free of defects in materials and workmanship arising from normal usage for a period of one year.
