Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Hunter Holmes VA Medical Center is procuring a Nurse Call system to be installed in the 4th MRI activation. The system will become part of a existing EZ Care System Nurse Call infrastructure currently maintained by Johnson Controls. This requirement can only be acquired by this source. The authority cited is FAR 6.302-1(a)(2)(ii) and 6.302-1(c).
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
JCI is currently the vendor of this type of system and handles all maintenance and upkeep of the current Nurse Call system. The new nurse call system must integrate seamlessly with the current hospital wide infrastructure. Otherwise it will not be compatible, malfunction, and create work stoppage and result in additional cost for duplication of systems estimated at $50,000. The schedule impact on the 4th MRI project alone would further harm the Government.
4. Description of market research conducted and results or statement why it was not conducted:
Pursuant to VA PPM 2016-05 (Revised August 2019) Implementation of the Veterans First Contracting Program, an RFI was issued to two SDVOSBs at close proximity to the facility with the intent to compete the requirement among SDVOSBs with hopes to achieve a fair and reasonable price. However, there was no response from either SDVOSB. There are only 20 SDVOSBs and 1 VOSB nationwide and sources for these specialized services are scarce.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The CO further acknowledges requirement to document when the quote is provided to determine price is fair and reasonableness IAW FAR 13.106-3(a).
