The estimated value of the proposed action: Base year- _________. TOTAL of Base plus 2 option years-http://uscode.house.gov/browse.xhtml;jsessionid=114A3287C7B3359E597506A31FC855B3 https://www.gpo.gov/fdsys/pkg/USCODE-2011-title40/pdf/USCODE-2011-title40-subtitleI-chap5-subchapI-sec501.pdf

The contractor shall be responsible for the delivery of the Hill-Rom Envella Air Fluidized therapy Beds and provide training to all staff. In the event the Hill-Rom Envella Air Fluidized beds becomes inoperable, the contractor shall be responsible for the repair or replacement.

The Envella™ Air Fluidized Therapy System is intended for medical purposes to help treat or prevent pressure injuries, to treat severe or extensive burns, or to aid in circulation. This bed is an ideal support for patients who have advanced pressure injuries, flaps, grafts, or burns, and require frequent transfers or variable head elevation, and any other conditions appropriate for air fluidized therapy. The bed also can be used for intractable pain, extensive epidermal detachment, Stevens-Johnson Syndrome, purpura fulminans, induce relaxation which may reduce need for sedative and pain medication, improve patient outcome, and reduce wound healing time. The bed permits easy positioning and egress, thereby enhancing the independence of patients.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:

FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.

FAR 8.405-6(b): Items peculiar to one manufacturer:

A patent, copyright or proprietary data limits competition. The proprietary data is:

These are “direct replacements” parts/components for existing equipment.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.

(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: Utilizing Hill-rom

FSS contract 36F9721D0160 provides a discount on the daily rate then issuing an open market solicitation. Also, Hill-rom FSS contract has already been negotiated between GSA/FSS and Hill-rom and Hill-rom pricing was determined to be fair and reasonable. The Envella Air Fluidized Therapy beds provide an ideal healing environment for compromised skin by minimizing the forces that cause tissue breakdown: pressure, shear, friction, heat and moisture. Envella system's unique fluidized therapy minimizes interface pressure, while maximizing the surface's immersion and envelopment properties to support healing. Envella Air Fluidized Therapy supports skin integrity by providing statistically lower interface pressure and superior microclimate management surfaces over traditional surfaces, medical grade; silicon coated bead fluidization promotes a flotation environment that can help improve patient comfort. Hi/Lo adjustment can make patient positioning and egress easier and can provide a safer working height for caregivers. Electric Head of Bed articulation can help accommodate patients with respiratory complications. Envella system patient helper accessory can help patients change positions in bed and aid in transfers.

(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted. The requested items are available via: NAC/GSA CONTRACT under SIN A-69 beds and mattresses for medical use. A query of GSA e-library listed (49) forty-nine vendors under category Beds and Mattresses for Medical Use. The primary NAICS code is 339112. Forty-nine(49) vendors are registered. Ten (10) vendors are SDVOSB, Two (2) VOSB, Twenty-nine (29) small business and Eight (8) large. Only One (1) small business can provide bed rentals, however they cannot provide the beds under the standardization.

Market Research was conducted on the GSA database and the beds are available on schedule via FSC 65.

A demonstration was held in June 2018 at Charlie Norwood which multiple vendors were invited to showcase their air fluidized therapy beds. Hill Rom is the current supplier of Specialty beds and surfaces providing direct patient care. These products are prescribed as part of the treatment to expedite the healing process for the patients. Other products are comparable in theory but are different in practical operation. The Envella has replaced Hill-Rom’s previous model, the Clinitron. The demonstration and market research conducted indicated that only Hill Rom's Envella meets all criteria and is the only air fluidized therapy bed available on the market.

Market research was conducted for bariatric beds with a 1,000-pound weight capacity and for specific features needed for patient care. The suggested source had a product on the commercial market that met all required specifications.

The demonstration and market research conducted indicated that only Hill-Rom's Envella meets all criteria and is the only air fluidized therapy bed available on the market

(7) Any Other Facts Supporting the Justification: Hill-Rom is the Owned Equipment Manufacturer of these beds and they do not allow third parties to rent or sell their beds.

(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: In this situation, it is difficult to remove barriers to competition because the OEM is the qualified vendor that can provide the beds and perform services on its own specialized equipment.

(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4. (This signature is the requestor’s supervisor, fund control point official, chief of service or someone with responsibility and accountability.)

(10) Approvals in accordance with the VHAPM Part 806.3 OFOC SOP:

a. Contracting Officer’s Certification (required): I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
