About this file
This document is a justification and approval for other than full and open competition on a federal contract opportunity for Position Orientation System / Marine Vessel (POS/MV) services. The Naval Supply Systems Command is seeking these specialized services on a sole-source basis due to a lack of qualified competitors and the urgent need to maintain continuity of operations. The justification cites that only a few companies possess the requisite technical expertise and security clearances. A price determination will be made to ensure fair and reasonable costs based on competition or market research. The agency does not currently plan to compete future contracts but will assess alternative sources through market monitoring to promote competition whenever possible. The document includes required certifications by the contracting specialist, technical representative, legal reviewer, and contracting officer, with additional approval levels as needed based on value.

better conclusion for all the available companies that are able to perform the required services.
7. Determination of Fair and Reasonable Cost.
Before making an award, the Contracting Officer will determine that the proposed price is fair and reasonable based on one of the techniques identified in Federal Acquisition Regulation (FAR) 13. Prices will be compared to quotes received through competition.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVOCEANO has no plans at this time to compete future contacts for the types of supplies/services covered by this document. Prior to the award of future contracts, market research will be completed to determine if potential sources have emerged that will allow for competition.
