Special Notice

NOTICE OF INTENT TO SOLE SOURCE

3D Printer Systems

The Department of Veterans Affairs Cleveland Veterans Affairs Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b) – Items peculiar to one manufacturer. The NAICS code is 334518 with a small business size standard of 1,000 employees. The CLE VAMC intends to solicit and negotiate with small business distributors of Stratasys, located at 7665 Commerce Way, Eden Prairie, MN 55344, for 3D printer systems.

This procurement is for the acquisition of Stratasys J5 MediJet 3D printers and associated OEM-specific components to support the ongoing operations of the VA Northeast Ohio Healthcare System’s 3D Printing Lab. These printers are used for the production of hyperrealistic anatomical models, biocompatible medical parts, and digital dentistry tools that enhance patient-specific surgical planning and clinical education. The additional equipment addresses increased output demand and integrates with existing validated workflows, software, and post-processing systems, enabling streamlined production and reduced staff intervention through extended unattended print cycles.

The Stratasys J5 MediJet printers are proprietary to Stratasys, Ltd. and operate exclusively with the manufacturer’s software, resins, and post-processing protocols. Only Stratasys-certified printers and components are compatible with the current infrastructure, which includes J5 and J850 series units. Substituting alternative brands would require substantial retraining, software reconfiguration, and validation, disrupting established workflows and delaying regional production goals. No other solution meets the VA’s technical, operational, and regulatory requirements for advanced medical modeling and cross-facility distribution under the VISN 10 hub-and-spoke model.

Other persons may identify their interest and capability to respond to this requirement by Thursday, August 14, 2025, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
