Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. On or about June 10th, 2022, an award is anticipated to occur to KUB Technologies, Inc. The period of performance will be for sixty calendar days after the issuance of the notice to proceed.

This requirement includes the purchase of an Specimen Radiography System that meets the needs of patients seen at the Tennessee Valley Healthcare System Medical Center Nashville. Pathology Services is requesting to purchase a standalone X-ray unit that is used for radiographic inspection of organic and inorganic specimens. It must include an integrated HD optical camera which automatically takes an optical image of specimen at the exact time it creates the X-ray image. This is essential for ensuring specimen orientation and accuracy. It needs to allow the use of voice commands for complete control over image viewing and navigation without touching the keyboard. On-site training and installation of equipment must be included. This equipment must also be able to blend images, an essential tool that helps reduce turnaround time for the patient specimen. The Image Blender combines X-ray and optical images for the most comprehensive view of the specimen's anatomy The Specimen Radiography Systemwill provide much-needed time-saving testing within the Tennessee Valley Healthcare System Medical Center Nashville that will aid in the health of veteran patients that reside within and close to the Tennessee Valley Healthcare System Medical Center Nashville. The contractor will be responsible for the delivery of the Specimen Radiography Systemto the Tennessee Valley Healthcare System Medical Center Nashville in a timely manner.

NCO 9 intends to non-competitively award this requirement to KUB Technologies, Inc. since the Specimen Radiography System brand is a proprietary Image Blender. As a result, any contractor other than KUB Technologies, Inc. that would provide the Specimen Radiography System to the facility would unintentionally cause a delay in patient care.

Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 339113, with a size standard of 1000. The applicable Product Service Code is 6525. This notice of intent is not a request for proposals or quotes.

However, all responsible service-disabled veteran-owned small businesses and veteran-owned small businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar digital scanning device is available that will provide comparable scanning abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
