(i) In accordance with FAR Part 13, this combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, North Florida/South Georgia Veterans Health System has a Requirement to procure: Prefabricated Modular Wall Partition Systems.
(ii) The combined synopsis solicitation number is 36C24823Q0791. It’s issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) code is 337215.
(iii) This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2023-01 (12-30-2022).
(iv) The combined synopsis solicitation is 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. The NAICS code is 337215. Interested SDVOSB’s shall be listed and registered in Veteran Small Business Certification (sba.gov). to be considered for award.
(v) This combined synopsis solicitation is for the procurement of Prefabricated Modular Wall Partition Systems. All equipment provided shall be new and functioning properly. Responses shall be on an all or none bases, no partial submission. The Government reserves the right to make no award at all.
(vi) A description of the items to be acquired, shipped, delivered and/or installed in accordance with applicable Government need(s) as follows:

Note, unless exempt per Federal Acquisition Regulation [FAR] Part 4.11, all contractors must be registered and have an active registration in the System for Award Management (SAM) to be considered for an award against this solicitation. (viii) Provision 52.212-2, Evaluation – Commercial Items (NOV 2021), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price considered. Government will evaluate quotes and award to the offeror which represents best value based on Comparative Evaluations: Technical, Delivery and Price.
A comparative evaluation will be conducted in accordance with FAR Part 13.106- 2(b)(3) to determine the best value.
Offerors shall submit with their quote, a written Technical Response/Summary, and specifications, that is concise, factual, and comprehensive that demonstrates offeror’s technical ability to meet all the salient characteristics and/or requirements specified in Attachment B.
Offerors shall submit Attachment C with their quote demonstrating their best pricing including any favored discounts and projected delivery schedule, in accordance with Attachment C.
Provide warranty information and/or certifications if applicable in accordance with the Attachment B.
Provide your filled out and signed Attachment D, VA Notice of Limitations on Subtracting.
Vendor must be an authorized distributor from the Manufacturer. Please provide proof of authorized distributor in Manufacturer’s letter head.

(a) Definitions. As used in this clause— “Manufactured end product” means any end product in product and service codes (PSCs)

852.212-71 Gray Market Items (FEB 2023)
(a) No gray market or remanufactured items will be acceptable. Gray market items are Original Equipment Manufacturers’ (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA medical facilities.
(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

52.204-20 Predecessor of Offeror
Predecessor of Offeror (AUG 2020)
(a) Definitions. As used in this provision–
“Commercial and Government Entity (CAGE) code” means–
(1) An identifier assigned to entities located in the United States or its outlying areas by the
Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity; or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United
States and its outlying areas that the DLA Commercial and Government Entity (CAGE)
Branch records and maintains in the CAGE master file. This type of code is known as a
NATO CAGE (NCAGE) code.
“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.

1.0 GENERAL SCOPE
The purpose of this Statement of Need (SON) is to set out the requirements necessary for a Contractor to provide furnishings, installation, and other turnkey services for the Malcom Randall VA Medical Center Telehealth E336/E337 located on the third floor that meet the VHA specifications and high-quality threshold while integrating excellent environmental stewardship.
New furnishings to include, modular walls to create 6 equal size offices that are lockable and an open conference area where the corridor measures 44” clear with all applicable accessories.
This product will be delivered and installed at the Malcom Randall VA Medical Center, 1601 SW Archer Road, Gainesville Florida, 32608.
In carrying out this action, the awardee shall furnish all labor, materials, transportation, equipment, and supervision necessary for, or incidental to, the performance of work set forth herein.
2.0 PERFORMANCE REQUIREMENTS
The contractor shall provide and be responsible for the technical assistance, development, and generation for final specifications.
Duty hours will be 8:00 am to 4:30pm. The Government recognized US holidays are: New Year’s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Sunday, it is observed on Monday.
The contractor shall:
a.) Product will need to be drop shipped to the respective location. Furniture is to be delivered and installed to Gainesville VAMC, 1601 SW Archer, Gainesville, FL 32608 under direct coordination with the Interior Designers Lakesha.Chandler@va.gov and Bobbi.Brantley@va.gov until final acceptance by the Contracting Officer Representative (COR), Jeffrey Solis.
b.) Direct shipments are not permitted. Product delivery will need to be delivered to the awarded party’s own warehouse, where product is carefully inspected for damage. If any damaged or broken product is found during shipment to job site, it shall be replaced free of charge to the VA within a 1–4-week time frame.
c.) Awardee will be required to submit quotes, drawings, and finish samples. The quote shall contain a complete and itemized product list, quantities, finishes, as well as display list and discounted sell prices. AutoCAD/PDF plan is required to show all furniture dwg symbols, layout of all furniture and its components, dimensions, and any explanatory notes to provide clarification. Interior elevations/isometric views of furniture must be available to VA Interior Designer and Interior Design Assistant upon request. A preliminary AutoCAD plans will be issued from the VA to all interested Quoters, there shall be no deviations from the provided VA floor plan layout. Finish samples must be provided to show all upholstery fabric, laminate, paint, and metal finish selections.
d.) Awardee will contact the Interior Designer and Interior Design Assistants prior to ordering product to confirm addresses, quantities, and room locations. If any damaged or broken product is found during shipment to job site, it shall be replaced free of charge to the VA within a 1–4-week time frame.
e.) Awardee is fully responsible for uncrating and unpacking all furniture and removing waste products from site. Disposal of packaging materials is not permitted on jobsite.
There is no designated dumpster being provided for discarding of packaging of products.
Environmental practices and recycling sensitivity are encouraged.
f.) Awardee is required to provide a punch list to the Interior Designer and Interior Design Assistants within 3 business days post installation completion. The punch list shall contain details of and missing/damaged items, course of action on how each item will be reconciled, and estimated time frame each item will be completed.
g.) Any pricing or furniture specification errors made by the awardee will be corrected at no charge to the VA.
h.) Awardee shall provide maintenance and assembly manuals for all products specified.
i.) Warranty - All product specified needs to offer a lifetime warranty (including shipping, parts and labor for the repair or replacement of defective item). Product is to be free of defects in materials and workmanship.
3.0 KICKOFF MEETING
The prime contractor(s) shall participate in a kickoff meeting within ten (10) days of task order issuance, in person at Gainesville VAMC, 1601 SW Archer Road, Gainesville Florida 32608.
Time and date will be determined by VA Interior Designers Lakesha.chandler@va.gov Bobbi.brantley@va.gov . A follow up email and phone call are required as needed in advance of final procurement and through the install process.
4.0 SUBMISSION OF QUESTIONS
All questions submitted for this solicitation must be electronically sent to the Contracting Specialist. Questions received after the stated date and time, may be addressed at the discretion of the Contracting Officer.
5.0 SUBMISSION OF QUOTATION
Quote Submission: The contractors shall submit complete emailed electronic copy portable document format (.pdf) or Microsoft Excel (.xls) format of:
Volume 1: (technical)
a. Drawings, (floorplans, isometrics, shop drawings, typical etc.)
b. Complete manufacturer’s product specifications
c. Bill of Materials tagged per CLIN/ floorplan department and room etc.
d. Product literature
e. Physical finish samples (of upholstery fabric, laminate, metal, and paint etc.)
f. Sustainability certification documents
g. Complete testing results / certificates
h. Warranty
i. Self-certifying statement confirming ability to meet project deadlines
Volume 2: (pricing)
a. Price quote with separate line for labor/installation
b. Bill of Materials with subtotals and tagged per CLIN/ floorplan
Submissions can be sent in multiple emails to avoid computer system email size limitation, to designated Contracting Specialist. Quotes submitted by any other method will not be considered. All proprietary information shall be clearly marked. The use of hyperlinks in quotes is prohibited. Late quotes will be evaluated per CO discretion. The contractor is responsible for confirming the Government’s receipt of the contractor’s quote.
You are reminded no interested party shall contact any North Florida/South Georgia Veterans Health System employee and/or staff to discuss this RFQ at any time. Vendor Questions: Questions shall be submitted in writing and sent via email to Cesar.SanchezAmaro@va.gov no later than Monday, March 20, 2023, by 12:00 PM ET. Answers to vendor question(s) will be posted via an amendment.
Pricing must be within the established IDIQ Pricing.
6.0 PRODUCT
General
a. All finished surfaces shall be free of scratches, mars, dents, or blemishes, and withstand staining, and exhibit to flaking, cracking, or loss or adhesion.
b. Furnishings shall have smooth finishes with no hazardous projections, sharp corners, or detail, which can be hazardous and cause personal injury or damage to clothing.
c. Any furnishing specified that is comprised of porous wood surface material will not be accepted, as it does not meet our cleanability standards and poses risk of infection to our facilities.
7.0 SERVICES
Design Contract Tasks/Requirements
a. The contractor shall allow for three (3) revisions per line item included in design services including updating Auto-Cad Drawings and PDFs as request by VA Interior Designer.
b. The contractor shall be responsible for providing all sample materials for awarded product (2-Day Delivery) as requested by VA Interior Designer.
c. The product must not be placed into production without clearance from the VA COR.
d. The contractor shall be responsible for taking and applying accurate field measurements to ordered product for verification of correct sizing. Auto-Cad drawings may not be accurate finished dimensions and may not be used in place of field measurements. The Vendor shall be liable for any incorrect field measurements leading to incorrect product order. Site visits are to be scheduled with the VA Interior Designer.
1. Awardee to provide field verification and red lines for review with the VA
Interior Designer and IOT&A Contractor prior to submitting orders for manufacturing.
e. The contractor shall track manufacturing schedule and notify VA Interior Designer with updates of estimated completion date by email.
f. The contractor shall provide 30 days free storage.
The Government maintains the option to modify the normal work week, days, and hours, as necessary for the accomplishment of VHA mission.
Work Required by Others
All work required by other trades shall be identified under this section by the Quoter.

(a) Pursuant to 38 U.S.C. 8127(k)(2), the offeror certifies that—
(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows: [Offeror check the appropriate box]

(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract or to determine whether the offeror qualifies as a manufacturer or nonmanufacturer in compliance with the limitations on subcontracting requirement. Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.
(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance. The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate.
(d) Offeror completed certification/fill‐in required. The formal certification must be completed, signed and returned with the offeror’s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.
