A.6.1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.

This solicitation is issued as a Request for quotation (RFQ) and the acquisition procedures at FAR Part 12 & Part 13 are being utilized. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 023-04 (06/02/23). which can be found at http://www.acquisition.gov/far/index.html under the current FAR section. This is a [100] % set aside for small businesses. The applicable NAICS code is 336212, Truck Trailer Manufacturing, which has a size standard of 1000 employees. C – Requirement

1. Introduction

The USDA, NCRS requires a custom educational Grazing Equipment and Demonstration Trailer

2. Background

A custom Grazing Equipment and Demonstration Trailer is required to house fencing and livestock watering system components, pasture assessment tools and other grazing-related items to be used at livestock producer educational events.

3. Requirements/Specifications

3.1 The contractor shall provide all necessary labor, equipment, and supplies to facilitate the building of a custom educational trailer built to the government’s specifications. The completed trailer shall consist of four elements 1. Trailer, 2. Wrap, 3. TV, 4. Toolbox kits. To be technically acceptable the trailer must be built to the specifications in this section. The contractor shall provide the government with detailed drawings and a mockup of the trailer design NLT 14 days ARO to be approved by the government prior to beginning the customization. All components are to be new. The use of refurbished parts is not acceptable.

The trailer must meet the following specification:

7’ x 16’ (plus V-Nose) Tandem Axle Enclosed Trailer o Trailer Specifications:

• 7’ x 16’ Enclosed Trailer plus V-nose front.

• Tandem Axle: 3500 lbs. axles with electric brakes

• Rear Ramp Door with rubber flooring on the ramp door

• Minimum of 84” Interior Height

• Rubber flooring

• Large Awning Doors Large Awning Concession Door with Gas Shocks: 132” x 60” o The concession door will be 132” long be 60” tall and will be placed toward the rear of the passenger side of the trailer. The door will stop 24” from the floor of the inside of the trailer and will go up to the ceiling.

o Two Heavy Duty Gas Shocks for the Concession Door to hold it open.

Small Awning Concession Door with Gas Shocks: 60” wide x 84” tall o The small concession door will be located between the large concession door and the V- Nose on the passenger side of the trailer.

o Two Heavy Duty Gas shocks for the Concession Door to hold it open.

• Aluminum Slide-Out Step: minimum of 32” wide. Maximum of 48” wide.

o Slide out step is to be installed directly below the small concession door.

o Removable handrails to be installed on either side of the aluminum step.

Note: Actual sizes of the doors are approximate, and negotiable based on manufacturer capabilities. The entire passenger side of the trailer must open.

• Recessed wall/floor E Track o Driver’s side wall: Two rows full length of trailer.

One row at 18” and one row at 36” above floor o Passenger side wall: One row full length of trailer One row at 18” above floor o Floor: Two rows: full length of trailer.

Placed close to the walls. Exact locations negotiable and will be agreed upon between the vendor and NRCS prior to purchase.

See Attachment 1 - for drawings of the trailer specifications. The awardee of this contract will be required to provide specification and drawings for the trailer to be approved by NRCS prior to purchase.

TV Specifications and wall mount

The contractor shall provide and install a 60” TV to the tv mount. The TV shall meet the following specifications:

• 60” Smart TV o Display size: 60” o Display: LED o Resolution: Full HD. 1920 X 1080.

o Speakers o Must be able to be wall-mounted.

Wall mount must be able to extend outward minimum of 30”. Must be able to swing the TV 90 degrees each direction. The wall mount must be able to lock in place while travelling to prevent the TV from moving in transport.

Stackable Portable Toolboxes

The contractor shall provide stackable toolboxes in accordance with the specifications below.

• Small Stackable Toolbox.

o Approximate Dimensions: 22.1"L x 6.6"W x 16.1"H

• Large Stackable Toolbox.

o Approximate Dimensions: 22.1"L x 11.3"W x 16.1"H

• Rolling Toolbox.

o Approximate Dimensions: 22.1"L x 18.9"W x 25.6"H o Number of complete systems requested: 4

A complete system includes a small stackable toolbox, a large stackable toolbox, and a rolling toolbox.

• XL Stackable Toolbox.

o Dimensions: 22.0"L x 16.25"W x 17"H o Number of toolboxes requested: 3

The rolling toolbox must be equipped with wheels and the other toolboxes must be able to be stacked on top of the rolling toolbox to be able to transport the small and large toolboxes on top of the rolling toolbox. The XL toolbox must also be stackable on top of the rolling toolbox. Dimensions are approximate. Exact dimensions will depend on the manufacturer of the stackable toolboxes.

Custom wrap the exterior of the trailer.

• The contractor shall install a custom wrap based on the graphic design provided in Attachment J.2.

Original picture files will be provided to the contractor for the images in Attachment J.2. Final design will be approved by NRCS prior to installation.

7.0 Contract Type

7.1 This contract will be a Firm Fixed-Price effort.

7.0 Delivery Location and Hours

7.1 The completed trailer shall be delivered to:

(a) Invoices must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP). Invoices submitted by means other than IPP will not be accepted unless the Contracting Officer authorizes alternate procedures in writing.

I.1 AGAR

I.1.1 452.204-70 Modification for Contract Closeout Upon contract closeout for contracts utilizing anything other than cost reimbursement (i.e., Simplified Acquisition Procedures (SAP), non-SAP, and/or not Firm Fixed Price): if unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for de-obligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

Upon contract closeout for contracts utilizing SAP: if unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for de-obligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a “Contractor Release of Claims” be completed by the contractor, although not required for contracts and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for

Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. M.2 Vendor must be a small business.

M.3 Vendor must be registered in SAM (BetaSAM.gov) and be able to provide their unique EUI number.

Price Evaluation:

Lowest Price: lowest price is determined by comparing the quoted prices of all quotes received. The lowest priced quote that is determined to be technically acceptable will be considered the LPTA quote.

The government will evaluate the lowest priced quote first. If the lowest priced quote is not technically acceptable or otherwise deficient, then the government will evaluate the next lowest priced quote. This will continue until a lowest price technically acceptable quote is determined. Once a lowest priced technically acceptable quote has been identified, no further quotes will be evaluated.
