(vii) Instructions to Quoters

The provision at 52.212-1, Instructions to Quoters—Commercial, applies to this acquisition and has been tailored to reflect use of the simplified acquisition procedures of FAR Part 13.

Instructions to Quoters—Commercial Products and Commercial Services (Nov 2021)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits a quote, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition—

(1) Is set aside for small business and has a value above the simplified acquisition threshold;

(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the quoter waives the price evaluation preference; or

Page | 3

(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(b) Submission of quotes. Submit signed and dated quotes to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotes may be submitted on, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quoters must show—

(1) The solicitation number;

(2) The name, address, and telephone number of the quoter;

(3) A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(4) Terms of any express warranty;

(5) Price and any discount terms;

(6) "Remit to" address, if different than mailing address; and

(7) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the quoter shall complete electronically)

(c) Period of quote validity. The quoter agrees to hold the terms in its quote for a period of 15 calendar days from the due date for quotes.

(g) Issuance of purchase order. Your quotation should contain your best technical and price terms. The Contracting Officer may reject any or all quotes. The Contracting Officer may issue a purchase order to other than the quoter with the lowest priced quotation. After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing any purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR Part 15.

(j) Unique entity identifier. (Applies to all quotes that exceed the micro-purchase threshold, and quotes at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Quoter shall enter, in the block with its name and address on the cover page of its quote, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Quoter's name and address. The Quoter also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Quoter to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Quoter does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Quoter should indicate that it is a quoter for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(viii) FAR provision 52.212-2, Evaluation-Commercial Items, does not apply to this solicitation.

(ix) Evaluation of Quotes

Upon receipt of quotes, the Government will determine the week of the event from the alternatives defined in the SOW and if any options will be exercised. Quotes received for those dates and options will be evaluated.

Award will be made to the lowest price technically acceptable quote. Award is made to the quoter who demonstrates that they meet the technical requirements below, and then is the lowest price. 1. Quoter must have an active registration in the System for Award Management (SAM).

2. Provide a description of the hotel facilities/amenities (e.g., brochure) that meets the requirements of the SOW.

3. Confirm availability a 120 room block for a minimum of 15 calendar days after award of a contract.

9. Return price quote using the table in section (vi) above.

10. If a quote is submitted by an event coordinator as prime contractor, a Hotel Letter of Intent shall be submitted with the quote to confirm a room block. If quoter fails to include the letter of intent is provided, the quote will not be considered for award (a teaming agreement between the event coordinator and hotel will not be accepted in lieu of the Hotel Letter of Intent). The Government reserves the right to confirm with the hotel the validity of the letter.

(x) To be considered for award, quoters are required to complete the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items. This must be completed at SAM.gov and the registration in an “Active” status.
