1. Nature and/or description of the item/service being procured and anticipated cost:

This requirement is for the repair and upgrade of a Technology Service Corporation (TSC) Mobile Tracking System (MTS) 2.0 antenna. The government purchased an MTS 2.0 antenna in 2020. The MTS 2.0 has been in operational use since. The MTS 2.0 suffered a hardware or mechanical malfunction causing it to seize and no longer being able to pan and tilt. It is believed that prolonged exposure to the elements may have caused the malfunction. The manufacturer will perform diagnosis, repair, and upgrade to include a radome to prevent the issue from reoccurring. The anticipated cost for the repair and upgrade is $40,375.00.

The MTS Antenna is a specialized piece of equipment with proprietary hardware and software made by TSC. The antenna has suffered damage that needs repair and an upgrade to prevent the damage from reoccurring. While TSC uses resellers to sell their products, they are the sole manufacturer, and only authorized repair center capable of diagnosing the issue, assessing the damage, repairing, and upgrading the antenna.

Sole Source Justification for Simplified Acquisitions (over the micro-purchase threshold and up to the SAT)

The cost of the repair and upgrade was estimated from a return merchandise authorization to the manufacturer where the repair was diagnosed and determined what components needed to be replaced and how to convert the tracking antenna into a unit with a radome. The price estimate is less than half of the original purchase price and a third of the advertised cost of an MTS Radome Antenna. Repairing and upgrading the unit and providing the same manufacturer’s warranty as buying new will save the Government up to $100k versus purchasing new.
