Market Survey Annoucement 1

April 2021

MARKET SURVEY ANNOUNCEMENT

1. Introduction/Purpose

The Government is conducting a Market Survey to improve the Government's understanding of the current marketplace and to identify capable sources. Interested sources must respond with information to confirm evidence of their qualifications and capabilities.

This is a market survey for the procurement of FAA-approved receivers and decoders that interface with the FAA FA-10266 Remote Radio Control System (RRCS). The

RRCS is used by Air Traffic Controllers (ATC) to control Visual Guidance Lighting

Systems (VGLS), such as the Medium Intensity Approach Lighting System with Runway

Alignment Indicator Lights (MALSR), Precision Approach Path Indicator (PAPI), Runway End Identifier Lights (REIL), Visual Approach Slope Indicator (VASI), and

Omni-directional Approach Lighting System (ODALS).

The FAA has a requirement to acquire 100 receiver units, 100 decoder units, and site and depot spares over a period of 3 years. To be considered qualified for this effort and to minimize risk, Respondents must be able to provide written documentation that shows that they can provide receivers and decoders that have been FAA tested and approved to meet all requirements of FAA RRCS Specification FAA-E-2723. The anticipated period of performance for this procurement is from date of award through FY23.

2. Incumbent Contractor (if applicable)

New Bedford Panoramex (NBP) Corporation, 1480 N. Claremont Blvd., Claremont, CA 91711

3. Nature of Competition

A procurement strategy has not been determined at this time. The procurement method will be determined based on the market survey results.

4. Standard Language

Please be advised that:

a. The responses to this Market Survey will be used for informational and planning purposes only and will not be released;

b. The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents;

c. Respondent participation in any informational session is not a promise of future business with the FAA;

d. The FAA may determine not to respond to one or any comments, questions, or other feedback received from interested parties; and

e. All information received will become the property of the FAA unless otherwise marked.

5. North American Industry Classification System (NAICS) Code

The North American Industry Classification System (NAICS) code for this requirement is 334519 (Other Measuring and Controlling Device Manufacturing). If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this market survey.

6. Submittal Requirements for Market Survey

Respondents must provide written documentation of no more than 6 pages (excluding the provided Technical Instruction Book (TIB)) that describes the Respondent’s technical knowledge and capability to achieve the requirements set forth below:

a. Meet all requirements of RRCS Specification FAA-E-2723.

b. Operate properly with the FA-10266 RRCS equipment, including the FA-10266/7

Transmitter, as per the FAA-E-2723.

c. Interface with the Remote Radio Control Interface Unit (RRCIU) FA-16100 designed, per FAA-E-2663a.

d. Ability to manufacture the RRCS decoders and receivers that meet the requirements specified in (a-c), above.

e. OR the Respondent can demonstrate other legal rights, knowledge, ability, time, and/or competitive pricing to meet the FAA’s requirements for manufacturing the

FA-10266 RRCS receiver and decoder units (including depot and site spares).

In addition, if Respondents currently have the capability to produce, and have sold, RRCS receiver and decoder units, as described in item 1(a) above, they must provide contact information (including company name and point-of-contact) of clients to whom

Respondent has provided these products and services within the past five (5) years.

Finally, respondents must complete the attached Business Declaration Form. All responses (one per company) must include a transmittal letter on company letterhead.

Respondents may not use a font size smaller than 12 point.

7. Delivery of Submittals

Written responses must be received no later than 3:00 PM EST, April 27, 2021.

Responses should be submitted to Dwayne Berry Contracting Officer, dwayne.berry@faa.gov.

All questions must be submitted no later than 3:00 PM EST, April 13, 2021 and submitted to Dwayne Berry Contracting Officer, dwayne.berry@faa.gov.
