FAR Part 8

I. Background Information and Description of Acquisition Program Office The National Institute of Allergy and Infectious Diseases' (NIAID) Operations and Engineering Branch (OEB) of the Office of Cyber Infrastructure and Computational Biology (OCICB), Operations Engineering Branch (OEB).

Purpose/Brief History

The National Institute of Allergy and Infectious Diseases' (NIAID) Operations and Engineering Branch (OEB) of the Office of Cyber Infrastructure and Computational Biology (OCICB) manages and develops the technology infrastructure that supports Intramural research, Extramural investments and Administrative management. OEB services 4000+ end users in more than 20 locations throughout the United States. Infrastructure services provided by OEB are maintained and used 24 hours a day, 7 days a week. Services include data storage and protection, applications hosting, server management, workstation development, high performance computing, networking and security database management, platform administration, audio/visual management.

II. Facts and Reasons to Justify Other Than Full and Open Competition Statutory Authority: FAR 8.405-6 Limiting Sources

Monarch uses Sumo Logic to provide alerting and metrics collection for services and products hosted on the platform. Log collection has expanded based on efforts to prepare for the GAO audit and ensure we are complying with NIAID and NIH Continuous Data Monitoring policies. Therefore, our original limit of 10GB/day is no longer sufficient. This request is to increase the limit to 50GB/day, by purchasing 6 months of an additional 40GB/day.

OEB’s operating platform, Monarch, currently uses Logentries and Data Dog for centralized logging and alerts/monitoring. Rapid 7 is retiring Logentries and replacing it with InsightOps which the features does not have needed in Monarch such as RBAC. In addition, consolidation to one product will simplify use of the Monarch operating platform. This request is to purchase a SaaS (Software as a Service) cloud-based solution that will provide logging, metrics and monitoring in Monarch. No other solution on the market meets all our requirements.
