Statement of Work (SOW)

For

Vehicles and Vehicular Equipment (V/VE)

Corrosion Control Prevention and Repair

PREPARATION DATE: 30 June 2020

Preparing Organization:

554th RED HORSE Squadron

Andersen Air Force Base, Guam

1.0 INTRODUCTION

1.1 This contract provides for refurbishing Vehicles and Vehicular Equipment (V/VE) for the 554th RED

HORSE Squadron, Andersen Air Force Base, Guam (hereafter referred to as the 554 RHS) via corrosion control treatment, prevention and repair maintenance. Refurbishment through corrosion control, repair and prevention is an essential element of the 554 RHS mission. The contractor, acting as the service provider, is an extension of the Department of Defense’s (DOD) maintenance capability that provides corrosion prevention, body and sheet metal repair maintenance and painting for the 554 RHS. The objective of vehicle rustproofing under the Air Force Corrosion Prevention and Control Program shall be to enhance safety and extend equipment service life. Concurrent with that aim, reduced costs, repair man-hours, and system/equipment downtime will be of paramount concern in preventive measures incorporated.

2.0 SCOPE

2.1 The contractor shall employ a labor force, with the appropriate skills and/or certifications, to ensure refurbishment of V/VE for the 554th RHS IAW corrosion control standards. The contractor shall supply all required equipment, media or water blasting equipment to remove paint coatings as required by the contract.

Corrosion removal shall be conducted without hindering the structural integrity of the V/VE. Corrosion removal shall be performed in a way that does not degrade or render the V/VE unsafe/unserviceable. The contractor shall restore equipment in accordance with technical data through metal repair and rework of fiberglass and plastic structures. Disassembly of V/VE, excluding powertrain and electrical components, shall be conducted to aid the corrosion removal/refurbishment process. The contractor shall notify the COR if soft components, i.e. seals, gaskets, etc., are noticed to be perished during disassembly and require replacement.

The contractor shall also notify the COR if V/VE parts, body panels and or attached equipment is unsalvageable and require replacement prior to performing corrosion control services.

V/VE requiring complete coating removal or Corrosion Prohibitive Compounds (CPC’s) have been identified in Attachment 1 – Vehicle Equipment List. Steel structured Vehicular Equipment requiring complete removal of the protective coating shall be primed with zinc-rich primer (MIL-PRF-26915), followed by intermediate primer (MIL-P-53030) and then top coated as prescribed by the applicable technical data. If complete coating removal is not required, a scuff sanding and over coating process will be conducted based upon the severity of corrosion and paint condition. Bare metal spots shall be primed with MIL-PRF-23377 primer, and a tiecoat

(MIL-PRF-23377, Type 1), followed by the required top coat as prescribed by applicable technical data. The contractor shall perform corrosion control IAW technical data for applicable coating thicknesses during refurbishment. All chemical products used on V/VE shall be verified in the approved DoD Qualified Products

Listing (QPL) database at https://qpldocs.dla.mil/default.aspx. The COR shall provide the contractor with the paint score category for each V/VE unit inducted upon request.

2.2 The contractor shall refurbish, or perserve with CPC’s, 13 V/VE to eliminate, control, treat and prevent corrosion. See attached list of V/VE (Attachment 1) requiring paint complete or CPC’s.

2.3 The contractor shall provide all facilities, equipment, consumables, PPE, and hazardous material items outlined in technical data to accomplish work and appropriately dispose of generated hazardous waste.

3.0 APPLICABLE DOCUMENTS/DIRECTIVES

3.1 All work performed by the contractor shall be accomplished in accordance with applicable publications, technical data, instructions, standards and procedures contained in pertinent manuals utilizing blueprints, drawings or schematics (Table 1). When a publication provided by the Government is subsequently revised, supplemented, replaced or rescinded, the contractor, upon notification or receipt of it, shall comply with any applicable changes.

3.1.1 For FFP task orders/CLINs only: The contractor shall notify the Procuring Contracting Officer (PCO) if any changes required by a revision to the documents cited in Table 1 below directly impact the firm fixed price https://qpldocs.dla.mil/default.aspx of the contract. This notification shall be made and funded prior to any work being performed against that revision.

Maintenance

4.0 TECHNICAL/PERFORMANCE REQUIREMENTS

4.1 Types of Work - The contractor shall provide corrosion control treatment, prevention and repair maintenance to all V/VE according to the described under paragraph 4.1.1. The contractor shall perform maintenance, repair and paint in accordance with work instructions, work books, standard operating procedures, quality manual and other procedures applicable to the work effort.

4.1.1 Vehicles & Vehicular Equipment: The contractor shall perform inspections, structural repairs, corrosion treatment and painting of V/VE to refurbish the V/VE and eliminate damage from corrosion.

The maintenance effort shall concentrate additional attention on corrosion-prone areas during all corrosion-related inspections. The contractor shall maintain a separate record for each V/VE that has been inducted for refurbishment; identifying each piece by registration number (License Plate), Make

& Model, date of inspection, findings, refurbishment dates and extent of refurbishment. It is the sole responsibility of the COR to monitor and ensure all V/VE that requires structural repair, corrosion treatment, or paint operations are scheduled based on the contracted four-year schedule. The contractor shall perform the following in all areas where corrosion is detected:

4.1.1.1 V/VE Inspection, Structural Repair, Corrosion Treatment and Painting:

a. Disassembly of V/VE, excluding powertrain and electrical components, will be conducted to aid the corrosion removal/refurbishment process.

b. Perform corrosion removal techniques as prescribed by applicable technical data. Sand or scuff V/VE only needing minor corrosion treatment. Media blasting will be utilized on all moderately to severely corroded V/VE as prescribed by applicable technical data.

c. Perform COR approved structural repairs as prescribed by applicable technical data.

d. Apply corrosion treatment(s) and prime all metal surfaces as prescribed by applicable technical data.

e. Apply corrosion treatment and paint to all replacement components supplied by COR or

Contractor procured parts, if approved by COR before contractor procurement.

f. Apply rubberized non-skid coatings (i.e. Spray on liner such as Tuff coat) to V/VE surfaces identified by the COR. This may include buckets, dump truck beds, equipment blades and pick-up truck beds, but is not exclusive to the above items listed.

g. Apply V/VE marking, stencils and decals as prescribed by applicable V/VE manufacturer, technical data and COR after refurbishment.

h. Flaws in topcoat such as adhesion failure, runs, sags, debris and coating uniformity

(coverage) will be corrected at the contractor’s expense.

i. Contractor shall match the V/VE manufacturer’s OEM specified paint color prescribed by applicable technical data. If deviations are required, Contractor shall identify deviations to the COR for approval prior to painting. Contractor shall document all approved paint deviations.

5.0 GENERAL INFORMATION:

5.1 The COR will determine and coordinate the corrosion schedule according to 554 Vehicle Management mission priorities and/or timelines.

5.2 All contractor vehicles entering the 36th Wing Northwest Field shall be marked with readily identifying affiliation.

5.3 The contractor supply personnel shall ensure all products used are on an approved QPL and prescribed by applicable technical data.

5.4 Work shall be accomplished as prescribed by applicable technical data, directives, changes, and supplements. The contractor shall consult with the COR, on a case by case basis, if discrepancies exist between general and V/VE-specific technical data.

5.5 The Contractor shall ensure the COR has ready access to all areas under operational control of the contractor during normal business hours. The COR may inspect any step in the restoration process for compliance with technical data.

5.6 Corrosion refurbishment shall be rendered complete when IAW Technical Order 36-1-191, Chapter 1, Serviceability Standards, and Chapter 6, Corrosion Prevention and Control For Air Force Vehicles. All discrepancies and unsatisfactory conditions identified by the COR shall be corrected by the contractor at no cost to the government. The COR will have 30 calendar days to identify, document in writing, and submit discrepancies and/or unsatisfactory conditions to the contractor.

5.7 The contractor shall submit in writing to the COR, within 10 duty days, all discrepancies found during contractual work that are unrelated to contractually authorized work prior to repairing found discrepancies.

5.8 The contractor shall contact the Contracting Officer prior to working V/VE missing major components, lacking the necessary pre-input preparations, or any other condition that may impact the safety, timeliness, or quality of the refurbishment effort. The Contracting Officer will be responsible for determining the course of action in these instances.

5.9 The contractor shall limit disassembly to the extent necessary to aid the corrosion removal/ refurbishment process. The contractor shall reassemble the V/VE, as prescribed by applicable technical data, after specified maintenance. Disassembly shall NOT include powertrain and electrical components.

5.10 When the technical data or maintenance requirements are deleted, modified, reviewed, or added, the contractor will be notified by the COR to determine what changes, if any, will impact V/VE refurbishment in progress and future work. Previously accepted V/VE units will not require rework.

6.0 REPORTING REQUIREMENTS

6.1 In addition to the reporting requirement listed below, CDRLs identified in the basic contract are applicable to this order, are not to be priced separately or invoiced and are required in accordance with the basic contract.

6.2 The COR will provide the contractor lead with local monthly reporting requirements. The contractor shall provide all local monthly reporting requirements and, in addition will provide a Monthly Status Report of unit types completed, V/VE in-work estimated completion dates man-hours expended, materials consumed throughout the repair process and type of maintenance for each V/VE asset.

6.3 Maintenance Documentation and Reporting: The contractor shall maintain all forms/publications relating to workload accomplished for a period beginning with induction and extending to contract completion. All information (workbooks, forms, etc.) shall be made readily available for review, when requested by the COR.

6.3.1 Document, track, record and report discrepancies and trends, corrosion conditions, structural defects, and deteriorated paints and/or markings on V/VE using Automated Data Processing

Equipment (ADPE) spread sheets, databases or other suitable means. Information must be presented to the COR upon request.

6.3.2 The contractor shall record V/VE registration numbers and discrepancies and provide documentation of work that was accomplished.

6.3.3 Reporting Requirements: The contractor shall provide the COR with a complete record of work performed. The COR shall have access to all applicable forms and historical records pertaining to work accomplished by contractor personnel.

6.3.4 Report any un-worked areas, including un-worked structural repairs, to the COR.

7.0 SPECIAL REQUIREMENTS/INSTRUCTIONS

7.1 Safety: The contractor shall comply with all safety regulatory guidance including those as detailed in appropriate OSHA and Environmental Protection Agency (EPA) instructions. The contractor shall be responsible for the safety and accountability of all its employees and provide personnel protective equipment

(PPE) for team members.

7.2 Security:

7.2.1 Clearances: The contractor shall not divulge any information about files, data, processing activities or functions, user ID’s, passwords or other knowledge that may be gained to anyone who is not authorized to have access to such information. Contractor personnel shall abide by all 36th Wing rules, procedures and standards of conduct.

7.2.2 Badges: The contractor shall coordinate with the COR for base access. The contractor shall comply with all applicable security requirements, abide by direction given by Military Police or other security personnel, and adhere to installation traffic laws

7.2.3 Contractor Employees: Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations, meetings, and in formal and informal written correspondence.

7.3 Contractor Quality: The contractor shall ensure quality service is maintained throughout the life of the contract, and shall prepare and implement (upon Government acceptance) a Quality Control Plan (QCP), IAW this SOW. The QCP shall be due not later than 30 calendar days after contract award. The plan shall reflect the contractor’s overall approach, internal controls and establishment of procedures for evaluating each of the major service areas (who, method, how often), for reporting to the Government, for resolving deficiencies, for identifying potential improvements, and for maintaining and making available to the

Government, documentation reflecting quality control inspections and any corrective actions taken.

7.3.1 The Government will evaluate the contractor’s performance by appointing (a) COR representative(s) in writing, to monitor performance to ensure services are received. The Government representative will evaluate and document the contractor’s performance with a locally generated

Contractor Monthly Performance Evaluation form established in the QCP. The Government representative will create a locally generated Corrective Action Report (CAR) for any deficiencies discovered. The Government may inspect each task as completed or increase the number of quality control inspections, if deemed appropriate, because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Alternatively, the Government may decrease the number of quality control inspections if merited by performance. The contractor shall be responsible for initially validating customer complaints. The Government will investigate the complaints received from customer. The Government representative shall make final determination of the validity of customer complaint(s), in cases of disagreement with customer(s).

7.3.2 To accomplish a Contractor Monthly Performance Evaluation, the COR will use the following surveillance tools: Quality Assurance Surveillance Plan (QASP), customer feedback, trend analysis and Corrective Action Reports (CAR) submitted by the COR.

7.4 Facilities and Tooling/Machinery: The contractor shall be responsible for providing all facilities and tooling/machinery to carry out tasks within the scope of work.

7.4.1 All inquiries by parties not directly involved in the contract maintenance effort shall be referred to the COR or the designated representative.

7.4.2 All V/VE will be secured inside contractor facilities after normal business hours.

7.5 Off-Site Operations: Contractor facilities will be off-site of Andersen AFB, GU. The contractor is responsible for all transportation between the 36th Wing COR-designated V/VE pickup/drop-off ready lines and the contractor facilities. If maintenance is required away from the contractor’s primary facilities, the contractor will notify the COR prior to transport of the V/VE to the new location.

7.5.1 Pre-Transportation Inspections: The contractor shall develop a standardized form to conduct pre-transportation inspections to document the initial condition of each V/VE asset. The contractor will conduct and the COR will sign pre-transportation inspections, using the standardized form, for all

V/VE asset prior to transport to contractor facilities. The COR will be provided a copy of this inspection (electronic copies acceptable) on the day the equipment is transported.

7.6 Data Rights:

7.6.1 The contractor shall be provided access to the Enhanced Technical Information Management

System (ETIMS) to gain access to applicable technical data.

7.6.2 All data pertaining to this contract shall be returned to the Government upon order expiration.

The contractor shall not retain unclassified material generated or received under this order after the order ends.

7.6.3 The Government has unlimited rights to all deliverables developed under this contract. The

Government shall retain custody of all records associated with contractor deliverables and shall have exclusive control of all records associated in the distribution of all written deliverables. The contractor shall not use any materials pertaining to this order for business development or any other vendor strategic purposes.

7.7 Mission Essential Services: When necessary the COR can set repair priority for any mission essential

V/VE in the contractors possession that is needed to meet any designated mission.
