The United States Environmental Protection Agency Region 6, 1445 Ross Avenue, Suite 1200 Dallas Texas 75202 intends to negotiate a sole source contract with Waste Controls Specialists, LLC, 5430 LBJ Frwy, Suite 1700 in Dallas, Texas 75240 for the storage of fifteen (15) lead lined containers of Greater than Class C (GTCC) radioactive waste materials. The radioactive waste materials will be stored at the Waste Controls Specialists LLC site in Andrews, TX.
The current contract for the storage of fifteen (15) lead lined containers of Greater than Class C radioactive waste will expire on September 30, 2017. Continued short-term storage at the repository site in Andrews, TX is needed until a long-term disposal facility becomes licensed to accept Greater than Class C radioactive waste and to prevent potential long term grave endangerment to personnel and the environment.
Waste Control Specialists LLC is licensed by the Texas Commission on Environmental Quality (TCEQ) to store Greater than Class C radioactive waste at the repository site in Andrews, TX. The period of performance for this Firm Fixed Price contract will be for a base period of 1 year with four (4) 1-year option periods.
The NAICS code for this procurement is: 562211: Size Standard $38.5 M – Hazardous Waste Treatment and Disposal.
This is a sole source procurement under the authority of 41 U.S.C. 253(a)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTATION.
No solicitation package will be issued. This notice of intent to sole source is NOT a request for competitive quotations. This notice represents the Government's only official notice of this action.
Notwithstanding, any firm that believes it is capable of meeting the requirements as stated herein, may submit a firm fixed price quote by 5:00 P.M Central Time on Wednesday, April 5, 2017 for consideration. A determination not to compete this requirement is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
