EPA REGION 6 Mobile Command Post (MCP) Engine and Transmission Upgrade

Performance Work Statement August 30, 2016

1. DESCRIPTION OF SERVICES

The selected contractor shall:

1.1. Remove and Replace the Mobile Command Post (MCP) Diesel Engine/Transmission and Upgrade it by—removing the C7 Engine/Transmission and replacing with a C13 Engine/Transmission.”

2. The acquisition we need has two main components and both MUST be accomplished to meet our needs;

2.1. The vendor must be able to purchase and warranty (through the manufacturers) the replacement engine (Caterpillar C13) and Transmission (Allison Automatic).

2.2. The vendor must be able to assemble these two major components (engine and transmission) together and then install them as the one unit they become (hence the list of multiple parts but only one labor charge line item on the original quote). By fulfilling both of these, the vendor should be able to deliver a completed vehicle that has not only new parts but the applicable manufacturer’s warranty on those parts.

2.3.

Vendor must be able to:

1 Remove existing Caterpillar C7 engine and Allison 3000 Transmission.

2 Replace with Caterpillar C13 engine and Allison Automatic Transmission rated by the manufacturer to be compatible with a C13 engine and capable of handling the horsepower/torque of that engine, the weight of the vehicle (approximately 40,000Lbs) and with any and all on-board electronic controls, modules and systems to include upgrades and/or replacements to any and all required electronic control systems such as: Engine Control Module (ECM), Transmission Control Module (TCM). (See included list).

3 Install drivetrain components in compliance with all applicable guidelines from each manufacturer.

4 Install drivetrain components to ensure full functionality with all existing systems including, but not limited to ECM, TCM, brakes, rear axles, onboard diagnostic controllers, etc.

Vendor should be able to confirm experience in providing the following services:

1 Performing major and minor repairs on Freightliner M series trucks.

2 Performing engine and transmission replacements on above vehicle type.

3 Performing upgrades including programming of new/reprogramming of existing electronic control modules to work with replacement drivetrain components.

Vendor will need to have:

1 A shop facility where such work can be performed and vehicle secured while work is in progress.

2 Staff trained and certified (via manufacturer courses or equivalent) in performing the above tasks.

3 Tools and equipment to perform all tasks including manufacturer specific/compatible On Board Diagnostic (OBD) programmers.

Bid should also address whether or not existing parts, (Cat C7 engine & Allison 3000 trans) have salvage/core value that can be applied to the cost of this bid.
