BRAND NAME JUSTIFICATION

A. Description of the supplies/services to be purchased

· Allentown caging components for NexGen System.

· Name of manufacturer, producer, or distributor of each brand name product referenced (and address if not well known):

· Manufacturer: Allentown Caging

· Distributors: Fisher Scientific, Labx, and VWR

I. Identification of the statutory authority permitting other than full and open competition ☒ 41 USC 3304(a)(1) and FAR Part 6.302-1: Brand Name

II. Demonstration that the proposed brand name product’s salient characteristics (specific features, qualities and/or the nature of the acquisition) requires use of the authority cited:

Allentown Caging designed the existing in‐house equipment and these new cages and components must be 100 % compatible. Allentown is the only manufacturer for these cages and supplies. Each rack and caging are non‐compatible with any other system; therefore, a different manufacturer of similar caging and components would not be acceptable. These are specialty animal caging, caging lids and supplies that are to replace or add on to the current system.

These units are part of a rack/housing system with HEPA filtered air and blowers.

VI. Procurement Recommendation:

· Based on the market research interpretation, the Contracting Officer (CO) recommends:

· This requirement is a Brand Name requirement.

· This requirement will be posted on FedBizOps for 15 days as a brand name RFQ.

· This requirement will not be a small business set‐a ‐side as it does not appear that two small businesses would distribute these items.
