US Government Region 3 Environmental Protection Agency Region 3 Environmental Science Center Ft Meade MD OASQA Laboratory would like to procure a Solid Phase Extraction System (SPE).

Request for Quotes - Due to CO by 1pmET Th August 6, 2015

You are hereby invited to submit a quote via E-mail, Fax, hardcopy (regular USPS mail or courier) or Fedconnect. It is the Government’s intent to issue a single order. The procurement is unrestricted.

NAICS 334516 Analytical Laboratory Manufacturing Size standard 500 employees. Quoters shall be registered in SAM.gov prior to award.

Quotes shall be submitted via E-mail, fax, hardcopy or Fedconnect so they are received by the CO on or before 1pm ET August 6, 2015. Quotes submitted to the Environmental Science Center will not be considered. Quotes submitted via phone will not be considered. Please be aware that quotes submitted via USPS/Courier will be routed thru the EPA mailroom before being distributed to the CO. Please allow sufficient time to allow for arrival at CO’s desk on or before the date/time established.

Basis for Award

Award will be made to lowest priced quote/technically acceptable. The lowest evaluated price to be calculated is the sum of the extended amounts for each line item. In case of a discrepancy between a unit price and an extended price, the unit price will be presumed to be correct. This is subject to correction to the same extent and same manner as any other mistake.

STATEMENT OF WORK

Under this order, the Contractor shall deliver a SOLID PHASE EXTRACTION (SPE) System

The OASQA Laboratory would like to procure an FTIR spectrometer system with the following specifications:

The FTIR Spectrometer must be compatible with our existing Nicolet Continuum Microscope The FTIR must utilize software that is compatible with our user generated IR libraries which were created in Omnic 7.3 software. Our user generated libraries represent 100s of hours of labor and we cannot lose them.

The FTIR must be capable of interfacing with our existing Agilent 6890N GC The FTIR must scan in the 4000 – 350 cm-1 range mailto:ozer.sidney@epa.gov

The FTIR software must be capable of quantitation The FTIR software must be capable of library searching and matching The FTIR must have mixture de-convolution capabilities The FTIR must have the capability to use a diamond cell (ATR).
