STATEMENT OF WORK

Replace Washers United States Penitentiary Canaan

A. SUMMARY OF WORK & PLACE OF PERFORMANCE

The Federal Bureau of Prisons (FBOP), United States Penitentiary Canaan, located at 3057 Easton Turnpike, Waymart, Pennsylvania is soliciting a contract to provide five (5) 160LBs washers. Specifications: UNIMAC UWN160T4VNU4001, (Brand name or Equal). Electrical - 480 Volts / 3 Phase / 60 Hertz, to include Warranty. Washers must be able to integrate with Sunbrust Conserv Energy System, Model MSL1030.

B. SCHEDULE

The regular working hours for contract services shall be 7:30 a.m. to 3:30 p.m. Monday through Friday, with the exception of federal holidays. Contract work will continue until the completion of the installation, and it is fully functional. The contract work period shall not exceed ten (10) calendar working days. The contractor shall provide a written request to the Contracting Officer (CO) for approval of changes to the work schedule.

C. CONTRACTOR RESPONSIBILITIES

The Contractor shall be responsible for proper tool and equipment accountability/control and daily clean-up of affected work areas.

D. METHOD OF PERFORMANCE

All activities shall be monitored by a Contract Monitor (CM). The CM will monitor/observe the day to day operations of the project and serve as liaison between the institution and the contractor. The CM shall be the main contact for scheduling, site access, testing and final inspection, etc… The contractor shall immediately contact the CM if discrepancies are discovered that may impact project schedule or cost.

E. INMATE MANAGEMENT

The Contractor shall adhere to all regulations and guidelines prescribed by the institution, to include guidelines relating to safety, custody, and conduct. The Contractor shall be escorted by institutional staff at all times and will have limited contact with the inmate population. The Contractor shall not move unescorted through the institution or have unsupervised contact with inmates. Any violations of the institution rules and regulations regarding inmate contact will result in administrative action.

F. INSTITUTION SECURITY

The security check-out process will require the completion of an Authority to Release Information form, and a National Crime Information Check (NCIC). Contractor personnel shall wear clothes that are suitable for the work they are performing. The inmate population wears khaki and olive green clothes. For this reason, no Bureau of Prisons employees or contract personnel can wear these colors. No sleeveless shirts (tank tops), or camouflage clothing is allowed.

G. GENERAL PROJECT REQUIREMENTS

The Contractor shall install, set, level, program in place, bolt down rigid mount washers. Contractor shall furnish all materials, equipment, and labor necessary to install five (5) washers. The existing UNIMAC five (5) washer’s models; UW125PVNU50006 (Qty. 4) and UW80PVNU60002 (Qty. 1) will be used as a trade-in credit for all new equipment and parts.

H. PERFORMANCE VERIFICATION TESTING

1. The Contractor shall operate and monitor the completed work to ensure it is working as intended.

2. The Contractor shall correct or replace any deficient items identified by performance verification testing or the CM at no cost to the government.

I. WARRANTY

The Contractor shall delivery to the CM the equipment manufacturer’s standard warranty documentation.
