Basis for Award

This procurement will be processed as a Best Value through tradeoffs. The Government will determine best value through tradeoffs. The non-price factors are listed in order of importance and when combined are significantly more important than price.

All proposals will be given a thorough review. Vendors will be evaluated on the bidders experience in handling projects of this complexity and magnitude, their demonstrated understanding of the proposed project, as well as other qualifying criteria as outlined in the Statement of Work. Bidders are highly encouraged to visit the project site to review all aspects of the requirements as outline in the Statement of work and view the site for installation. Accordingly, bidders would submit a detailed technical bid containing requirements of the project as outlined in the statement of work. Based on the information provided the evaluation criteria will be as follows:

Evaluation Criteria:

1. Non-Price Factors

The minimum technical standards for this award order are listed in order of importance below. Each one will be evaluated individually. Failure in one criterion below will lead the offeror to be considered technically unacceptable and will make the offeror unavailable for award. The contractor must be able to fulfill all requirements.

a. Technical Solution/Adherence to Statement of Objectives: 100 points

a. Maximize space to include the amount of racks and holding capacity. (50 points)

b. Monitoring Capabilities (25 points)

i. Software program that has the following capabilities:

1. Allow for access of the system over the Intranet

2. The system has the ability to monitor pH, temperature, water levels, dissolved oxygen, salinity/conductivity, and total dissolved gas pressure.

3. Alarm notification via both email and phone for defined conditions and parameters.

c. Proposed plan to eliminate adverse facility and Program impacts during Installation to include proposed timeline. (25 points)

2. Past Performance

Past performance is a major non-price factor in determining how well the contractor will perform in the current period of time; if a contractor failed in the past on any of the below criteria, it is assumed that it will do so again. Likewise, if a contractor was able to meet the criteria below in the past; it is assumed that it will do so again. Past performance includes: (list the essential experience factors).

Custom system installations.

Space maximizing layouts.

Turn-around time from issue of contract to install.
