1. Strategic PlanWill there be a new strategic plan upon award, or it an extension of the incumbent strategic plan?The vendor awarded would pick up where the incumbent left off. It would not require a new one at award.
2. Non-English LanguageWhat foreign languages are beneficial for the government?Languages most beneficial to the government would be those useful to providing services for the NIAID DCR Special Projects (listed in SOW Attachment 2), especially French and Spanish.
3. Current NIAID SystemsWhat administrative and financial management systems, tools, techniques, and models does NIAID currently use? Does NIAID have existing tools in use, or is the vendor expected to develop new tools? If there are existing tools, could NIAID please provide relevant examples? Are any tracking tools currently in use? If so, could NIAID please provide an example?The vendor is not expected to develop new software. The systems we use have already been developed and are internal government-made solutions. Excel is used extensively. Per the SOW, the vendor is expected to have the skills and experience necessary to assist with updating and/or improving program and contract management tracking tools, SOPs, and other tools and techniques.
4. TrainingDoes NIAID have existing trainings in these areas, or is the vendor expected to develop new trainings? How many attendees are expected in these trainings? How often is the vendor expected to deliver trainings? Does NIAID anticipate the vendor will provide training in one-on-one or group formats, or both?The contractor is not expected to deliver trainings on systems. The vendor would be expected to offer trainings on any updates made to the tools and techniques used by NIAID DCR. Some minimal training on strategy management would also be expected. These trainings would be relatively informal and done in small groups of around ten people.
5. Work LocationHow much space is required in DC with the primary work location for Rockville or what is required of the space?There is no space required in DC. The contractor will operate out of Fishers Lane in Rockville. There is already assigned space. There is the option with COR approval for remote work out of Contractor facilities or telework.
6. Period of PerformanceCan you identify the productive work year for this requirement?The work is for one year from the date of award, with two one-year option periods.
7. Solicitation RequirementsWould the Government consider reducing the length of corporate experience? Would the Government consider deleting the “clinical research setting” requirement? What is the hierarchy of evaluation factors? Is the technical approach the most important? Is there a percentage or approximate percentage of the overall score for each evaluation factor? Please consider adding more pages to the total page count as the 15 pages is not enough to cover 2-page resumes (8 pages), four commitment letters (4 pages), cost quote. Please confirm that resumes are required for all labor categories identified in attachment 1 of the SOW.Per the solicitation requirements, a minimum of 7 years’ corporate experience and experience in clinical research settings is required for the level of work. Information on evaluation factors is that which is provided in the solicitation. As stated in the solicitation, the page limit is: "The total page limit of your technical quotation, exclusive of CVs/Resumes and other attachments, is 25 pages. The total page limit of your submission (including technical quote, Cover Letter, price quote, and CVs/Resumes or other attachments) is 40 pages." All requirements of the solicitation must be met, including submittal of resumes for all proposed personnel.
8. TravelIs travel included in the pricing? Who would be the persons travelling? Please specify which LCATs may be required to travel?If travel will impact your labor rates, please list them separate from your fixed hourly rates for each labor category in your price quote. Any of the vendor labor categories may be required to travel.
9. Level of Effort

Anticipated Hours Labor Categories

Key PersonnelWhat is the Level of Effort? How many hours anticipated? Is this Full-time? Should the price proposal be based on the reality of the number of hours we know are required to meet the scope of work, or should the price proposal be limited to 8 hour days, based on the available number of work days in the year (#days less USG holidays and PTO)? Is PTO included in total hours? Would the Government please clarify who they see as key personnel? Attachment 1 of the SOW identifies anticipated labor categories and the number of FTE's. Does the government anticipate additional FTEs for this contract? Does the government foresee the executive level key personnel identified as having Program Manager responsibilities, or should a program manager be designated? Can the government provide us with the proposed level of effort for the positions?The price quote should include the labor categories, level of effort and hours required to meet the statement of work. It is anticipated that different labor categories than those anticipated may be quoted based on the technique and approach of the quoter. It is also understood that total hours may differ among quotes for the same reason. Only the hours that will be invoiced should be included in your price quote. This would not include PTO. The days and hours invoiced are only the days worked. Holidays and PTO should not be invoiced but instead should be captured in your fully burdened, fixed hourly rates. Anticipated Key Personnel are stated in the Statement of Work (SOW), Attachment 1.
10. Price QuotePricing Volume or do we use a pricing excel-spreadsheet? Would the Government provide a common rate sheet format? It is understood that you require a rate build up but it is also understood that subcontractors should be allowed to provide this information direct to the Government contracting staff. Is it permissible for our subcontractors to provide their rate build up direct to you or via the prime in a "protected" electronic format? Will the Government please clarify their specific pricing requests associated with the SOW? Does the government have a preferred pricing template that you would like us to use?There is no required format. This is a time and materials type contract. You must submit all rates that will be used to invoice in your price quote. The price quote should also articulate the total level of effort.
11. Current ContractPlease confirm the incumbent vendor supporting these requirements? What level of support is the incumbent vendor providing (size of team/# FTE)? Is this a follow on effort or a new opportunity? Is the incumbent eligible to bid? Is there an incumbent for this opportunity?This is a follow-on contract. The incumbent is Grace Consulting Services, LLC. For questions concerning level of effort expected on this acquisition, please see the response to question #9.
