1. 6.1.1 states that the enterprise license is “treasury hosted”. Please clarify if this means that content must be hosted on the Department’s Learning Management System (LMS) or if the Department accepts having end users access content on Optiv’s LMS via traditional authentication or SSO authentication.

Response: Treasury has an operational requirement to have the training content hosted within our environment so that we may use our LMS to track completion of training across the Treasury enterprise, in accordance with our current policy.

3. Regarding the “Treasury hosted, enterprise-wide security training SaaS.” requirement mentioned in the section 6..1.1 of the SOW, does the LMS need be hosted in a Treasury data center or Treasury privately owned SaaS OR can it be hosted in the cloud by a service provider like AWS EAST?

Response: Treasury has an operational requirement to have the training content hosted within our environment so that we may use our LMS to track completion of training across the Treasury enterprise, in accordance with our current policy.

4. Will the LMS Operators authenticate via only one IdP provider? If it is the case and if SSO is implemented, would they all come from the same authenticating platform?

Response: Authentication is per Bureau (10), but there is only one single IdP.

5. Do the user groups need to be restricted from view of other groups?

Response: Yes

6. Will the groups of employees be administered separately by different individuals?

Response: Yes

7. Regarding the topic materials in section 6.1.1

a. Are you referring to the whole suite of material types (Infographics, videos, announcements, CBT modules) or just CBT modules? Response: CBT Modules

b. Update at a minimum – what do you mean by update? Reviewing the information for accuracy, updating the course structure, adding new content, or a full redesign?

Response: Reviewing the information for accuracy

c. Do you need to have all the topics ready within 30 days of award ? Response: Yes

8. 6.1.2 Customizable Training Package

a. The SOW states that the materials needs to be customizable – are you looking to augment the current training in full (text, audio, functionality) or is it more in reference to the second line “Specifically, these customizable training courses shall provide the ability to choose topics and videos, ends pages, and logos.” Response: We are not looking to augment current training. The customizability is in reference to the second line.

b. Is the customization referring to all materials or just the CBT modules?

Response: CBT Modules

c. By “choose topics”, are you referencing the course outline in the LMS course or the topics within an individual module?

Response: Course outline in the LMS course.

9. 6.1.3 Training Materials “Security Awareness Training materials shall be provided in the form of topical monthly newsletters, posters, and screen savers.” Can you please clarify as 6.1.1 also refers to modules and videos – is this in addition to or how all of the training needs to be delivered?

Response: The newsletters, posters, and screen savers are all additional content and not how all the training needs to be delivered.

10. 6.2.1 “File Editing - All text and diagrammatic files shall be editable by the Government.” We author our computer-based training in Adobe Captivate 2019, these modules can only be opened and edited with this tool and version. Does the Treasury team that would be involved has access to this tool?

Response: No, Treasury does not have access to Adobe Captivate 2019.

11. I usually build a document with additional information like an introduction, company profile, etc. I noticed there was the pricing table in Section B and then the rest of the 60 -page document with a few different places where information was requested. Are we able to submit a document with additional company information without pricing and then a separate document with the table in Section B and more details on our pricing? If so, is this to be mailed or sent electronically?

Response: Please submit 3 separate documents as listed below.

Please submit a technical response no longer than 5 pages, times new roman, 12 font.
