Special Notice of Intent (RFQ-GA-16-00012)
This is a notice of intent to award a sole-source purchase order for commercially available equipment and is not a request for competitive quotes. The statutory authority for this sole-source procurement is FAR 13.106-1(b)(1)(i). Subpart 13.5 is not applicable, thus the Government does not anticipate the price to exceed the simplified acquisition threshold.
The U.S. Environmental Protection Agency (EPA), Region 4 Office located at 61 Forsyth Street SW, Atlanta, Georgia 30303, intends to award a Sole Source, Firm Fixed Price, Purchase Order to FLIR Commercial Systems, Inc., 9 Townsend West, Nashua, NH 03063.
The EPA Region 4 Scientific and Ecosystem Support Division (SESD) requires one FLIR GF320 infrared (mid-wave) camera with infrared lens, and associated training. EPA has developed Clean Air Act (CAA) and Resource Conservation and Recovery Act (RCRA) investigative methods for air toxics and volatile organic compound (VOC) emissions investigations based on FLIR IR cameras currently owned and operated by the Government. The Agency seeks to purchase an additional FLIR camera to cover increasing workload demand, and standardize maintenance and training requirements for laboratory staff. It is the Government’s belief that the manufacture does not distribute through third party technical service providers for this instrumentation, thus FLIR is the only technically qualified vendor available to provide equipment, maintenance and training. It is further believed by the Government that FLIR is the only source available for software upgrades, repair parts, and component listings for the referenced instrumentation. The EPA’s Region 4 SESD has a need for a camera with the following minimal requirements which are essential to the Agency’s needs. It is the Agency’s belief that FLIR cameras are the only product available that can provide these mandatory features, thereby precluding consideration of a product manufactured by another company.
a. The mid-wave camera must be optical VOC gas imaging instruments with cryogenically cooled IR detectors and be capable of visualizing organic gases with IR absorptions in the mid-wave (GF320) IR regions.
b. The cameras must be carried by hand and have self-contained video recording capability.
c. The mid-wave cameras must have near-field IR lens, and be able to operate in Visual, IR and High Sensitivity Modes (HSM).
d. The cameras must have the ability to indicate the apparent temperatures exclusively within the IR spectral region of the camera’s design which can be read by user-selected pixels in the viewfinder.
The U.S. EPA intends to purchase the listed product and services from FLIR Commercial Systems:

The Government is not requesting a competitive quoted price or cost proposal, thus serial numbers are not made available for response to this notice. All responsible and qualified sources may submit a response which, if received on or before the mandated suspense date and time, will be considered by the agency. Submission of any information in response to this notice is purely voluntary. The government assumes no financial responsibility for any costs incurred in the preparation and submission of a response to this notice. Feedback or written evaluations are not provided to interested parties regarding their submissions. A determination to compete or not compete this requirement, based upon any information provided in response to this notice, is solely within the discretion of the Government.
