This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13 as supplemented with additional information included herein. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is for a portable infrared (IR) gas imaging camera that is equal to the capabilities and functional use of the FLIR GF320 mid-wave optical gas imaging camera. Delivery will be to United States Environmental Protection Agency (EPA), 1595 Wynkoop St., Denver, CO 80202. The incorporated provisions for this RFQ are those in effect through Federal Acquisition Circular FAC 2005-89-2. This procurement is not set-aside for small business. The NAICS code is 333314 with a size standard of 500 employees.

DESCRIPTION OF REQUIREMENTS: EPA requires an IR gas imaging camera that can meet the following – 1) Capable of visualizing organic gases in the mid-wave IR regions and possessing cryogenically cooled IR detectors; 2) Able to be carried by hand 3) Self-contained video recording capability; 4) Possess a near-field lens and be capable of accepting a telephoto lens attachment; and 5) The ability to display the apparent temperatures exclusively within the IR spectral region on the camera viewfinder via a pixel temperature display. This display is essential as users must be able to measure emissivity and must also have a means to check camera calibration against a known temperature standard.

EVALUATION FACTORS: The Government intends to award a firm-fixed price purchase order to the responsible vendor whose quote, conforming to the RFQ provisions, will provide the best value to the Government, considering the technical factor and price. The non-price evaluation factor is the ability to meet the stated technical requirements. Non-price factors are significantly more important than price. The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.223-18, 52.225-3, and 52.225-13.

QUOTE SUBMISSION INSTRUCTIONS: Quotes shall be submitted via e-mail to Michael Gilham, Contracting Officer at gilham.michael@epa.gov, and must be received by 2:00 PM Eastern Time on 9 November 2016. Any questions regarding this RFQ must be submitted via e-mail at the above address.
