This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is for a portable electrically-cooled high-purity Ge (HPGe) detector system and analyzer. DESCRIPTION OF REQUIREMENTS:

* The system shall be 100% compatible with the Canberra Genie 2000 software package.

* The system shall be 100% compatible with the Canberra In Situ Object Counting Systems (ISOCS)/LABSOCS software package.

* The system shall be able to cool to operational temperatures in less than four hours

* The system shall be able to cool to operational temperature on battery power alone

* One Falcon 5000 with 20% BEGE detector S513C and hard case (includes generic ISOCS/LABSOCS characterization) or equivalent

* One Falcon 5000 control computer rugged XPLORE IX104 or equivalent

* One Falcon 5000 screw-on tungsten collimator, (4.3 KG) or equivalent

* One spare internal Li-ion battery for Falcon 5000 or equivalent

* One ISOCS detector characterization or equivalent

* One 12V DC charger for aforementioned Li-ion batteries or equivalent

* One 12V DC external power supply for Falcon 5000 or equivalent

* One 100 - 240 Volt AC charger for aforementioned Li-ion battery or equivalent

* One Spare power cable for Falcon 5000 power or equivalent

The provisions incorporated for this RFQ are those in effect through Federal Acquisition Circular FAC 2005-87. Based on the results of agency market research, this procurement is not set-aside for small business. The NAICS code is 334516 with a size standard of 1,000 employees.

EVALUATION FACTORS: The government intends to award a firm-fixed price purchase order to the responsible vendor whose quote, conforming to the RFQ provisions, will provide the best value to the Government, considering the technical factor and price. The non-price evaluation factor is the ability to meet the stated technical requirements. Non-price factors are significantly more important than price. The following FAR provisions and clauses (or applicable portions thereof) apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.223-18, and 52.225-13. QUOTE SUBMISSION INSTRUCTIONS: Quotes shall be submitted via e-mail to Michael Gilham, Contracting Officer at gilham.michael@epa.gov; and must be received by 4:00 PM Eastern Daylight Time on 28 March 2016.
