LIQUID HANDLING ROBOTICS (AUTOMATIC PIPETTING/MAGNETIC SEPARATION/MIXING)
SYSTEM FOR THE U.S. EPA GULF ECOLOGY DIVISION, GULF BREEZE, FL
This is a combined synopsis/solicitation for a Liquid Handling Robotics (Automatic Pipetting/Magnetic Separation/Mixing) System for the U.S. EPA Gulf Ecology Division, Gulf Breeze, FL, prepared in accordance with FAR Subpart 13 and supplemented with additional information included in this announcement. This notice is a request for quotation (RFQ) and it constitutes the only announcement for this solicitation. EPA will not issue a separate written solicitation. The solicitation number is RFQ-DC-16-00080.
Quotes are being solicited in accordance with FAR Part 13, Simplified Acquisition Procedures. In accordance with FAR Subpart 13.003(b)(1), this acquisition is reserved exclusively for small business concerns. The NAICS code for this requirement is 334516, Analytical Laboratory Instrument Manufacturing, with a business size standard of 500 employees. Offerors should have the same or similar NAICS code. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84, effective September 3, 2015.
1) DESCRIPTION OF SALIENT CHARACTERISTICS
Fully enclosed system HEPA filter UV lamp for decontamination of DNA from previous runs 1-1000 µL pipetting volume range Volume precision to 1/100 μl for pipettes 1-200 µl Volume precision to 1/10 µl for pipettes 200-100 µl Single and multi-channel pipettes (8 or 12 channel) to cover entire range Holder for pipettes within unit Pipettes are autoclavable Automatic pipette change (no external handling required after protocol is started) Tool for moving and stacking plates within platform Block for magnetic separation (such as AmPure protocols), heating and cooling (4°-95° C), and mixing Platform only runs when door is fully closed (safety concern) Intuitive user interface for custom programming Third-party certified protocols for PCR preparation Third-party certified protocols for NGS preparation Third-party certified protocols for DNA extraction Easily accessible database of programs for routine laboratory pipetting (PCR prep, QPCR prep, DNA purification, NGS prep, etc) Software calculates and pipettes template DNA to arrive at same concentration in each PCR prep, given starting concentrations Sensor for pipette to detect presence of liquid in wells/tubes/reservoirs Six deck positions to accommodate racks for microcentrifuge tubes, 96 or 384 well PCR plates, pipette tips, 50 ml and 15 ml tubes Liquid classes available to ensure liquids with different viscosity are handled appropriately Bench-top footprint 74 cm wide by 58 cm deep by 80 cm tall
The quote shall also include an estimate for installation and training; and a warranty for one (1) year.
2) PERIOD OF PERFORMANCE
The required date of completion, including installation and training, is sixty (60) days after date of award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records - Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) of this paragraph in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-

13SCC-5 FAR 52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS. (OCT 2014)
(a) Definitions. As used in this provision-
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.
Service-disabled veteran-owned small business concern-
(1) Means a small business concern-
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
