Notice of Intent to Award a Sole Source Procurement Request for Professional Services Q Exactive Mass Spectrometer System Maintenance

The U.S. Environmental Protection Agency (EPA), in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to award a sole source, fixed-price purchase order to Thermo Electron North America LLC for maintenance on the following equipment: Material No. 0726020, Q Exactive Mass Spectrometer, Serial No. SN01561L. This equipment is manufactured by Thermo Electron, and they are the only vendor with the proprietary hardware and software rights to service this equipment. This equipment will be serviced under the Unity Essential Support Plan-MSPEC-LC-MS for a base period of one year and two option periods for a total of three years. The estimated value of this procurement is approximately $34,566.00, not inclusive of the option periods.

The National American Industry Classification System (NAICS) code for the requirement is 811219. EPA has only one known source for this procurement that is in the Government’s best interest. If there are other potential sources, submit your quote.

No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm or individual that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received within fourteen (14) calendar days of the date of this announcement, will be considered. Responses to this posting must be submitted via e-mail, no phone calls will be accepted. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
