This work shall consist of coordination with government agencies and the general public.

3.1 - Government Agencies
All permits necessary for construction and occupancy of the project shall be obtained by the Contractor.
PART 4 - MEASUREMENT AND PAYMENT
4.1 - Measurement
Work under this section will not be measured for payment, but is included in all other items in the contract.
4.2 - Payment
Separate payment will not be made.

SUMMARY OF WORK - 01010
1.1 - Location
The project is located on the Mesa Ranger District, of the Tonto National Forest, T2N, R7E, Section 5, as shown on the location map included in the drawings. The site can be accessed via North Power Rd. Phon D Sutton Recreation Site is located 33 miles east of Phoenix ,AZ.
1.2 - Site Work
All work shall be completed in accordance with the project specifications and drawings. The work includes all labor, materials, and equipment necessary to perform all operations for the work specified.
The Contractor shall be responsible for the layout survey, construction control, and establishing and maintaining all horizontal and vertical control required.
Demolition – The project will require the demolition and removal of four existing severely corroded concrete stairways for the public’s health and safety.
Construction – The stairway rehabilitation will require the replacement of one concrete stairway AS SHOWN ON THE DRAWINGS.
1.3 - Facilities and Services
A construction work camp will not be allowed. A Contractor’s staging and storage area will be allowed where approved by the CO. Transportation to and from the work site for personnel and materials will be at Contractor’s expense.
Electricity and potable water are not available at the site. Water for construction and dust control is not available from National Forest lands. Development, hauling and placement of water shall be considered incidental to other pay items.
1.4 - Material Sources
All materials are available from commercial sources.
1.5 - Subsurface Soils and Investigations
No auger borings were made in the area. Contractor shall undertake any site investigations necessary to ascertain the subsurface conditions.
1.6 - Clean-up and Disposal
Disposal of construction debris and waste shall be off National Forest land and in compliance with local laws regarding disposal of waste material.

1.7 - Precautionary Measures
Protection of Work:
The Contractor shall take precautions necessary to protect all work during the construction period and shall maintain adequate protection during severe weather conditions to prevent damage to the work or materials.
Safety:
The Contractor is responsible for safeguarding the public, the Contractor's employees, existing facilities, and Forest resources from contract operations.
Signs, lights, barricades, reflective sheeting, and other devices, as necessary, shall be erected and maintained during operations and at night and weekends as necessary. Precautions such as lowering tractor blades and safely storing materials shall be practiced to prevent injury to others in the area.
Security:
No security shall be provided by the government. The contractor shall take all precautions deemed necessary to secure the worksite, improvements and equipment.

TEMPORARY SOIL EROSION AND WATER POLLUTION CONTROL - 01020
Prepare and submit a Storm Water Pollution Prevention Plan (SWPPP), Notice of Intent (NOI) and a Notice of Termination (NOT) for the project. Construct and maintain erosion control measures as outlined in the prepared SWPPP.
1.2 – Submittals
Submit a Storm Water Pollution Prevention Plan (SWPPP), Notice of Intent (NOI), Notice of Termination (NOT) for the project, and erosion control material product data for the project.
2.1 Materials
Ensure that erosion control materials meet the requirements specified in the SWPPP.
PART 3 – EXECUTION
3.1 Plan and Construction
Prior to the start of construction, prepare and submit a SWPPP, and the NOI according to the guidelines detailed by the Arizona Department of Environmental Quality (ADEQ) Statutes and Regulations as part of the requirements for an Arizona Pollutant Discharge Elimination System (AZPDES) General Permit for Storm Water Discharges from Construction Activities to Waters of the United States.
Four (4) copies of the SWPPP shall be prepared. The contractor shall maintain one copy at their office and one at the construction site. Two copies shall be submitted to the CO.
The NOI shall be submitted to the Arizona Department of Environmental Quality. A copy of the NOI shall also be submitted to the CO.
The contractor shall construct and maintain all erosion control measures indicated in the SWPPP, and as required by the AZPDES.

The contractor shall perform inspections of the erosion control measures and shall prepare and maintain all required records and reports.
When construction is complete and accepted by the Forest Service, prepare and submit a NOT according to the guidelines detailed by the Arizona Department of Environmental Quality (ADEQ) Statutes and Regulations as part of the requirements for an Arizona Pollutant Discharge Elimination System (AZPDES) General Permit for Storm Water Discharges from Construction Activities to Waters of the United States.
The NOT shall be submitted to the Arizona Department of Environmental Quality. A copy of the NOT shall also be submitted to the CO.
PART 4 – MEASUREMENT AND PAYMENT
4.1 – Measurement
Use the method of measurement that is DESIGNATED IN THE SCHEDULE OF
ITEMS.
4.2 – Payment
The accepted quantities will be paid for at the contract unit price for each PAY
ITEM DESIGNATED IN THE SCHEDULE OF ITEMS.

AIR POLLUTION CONTROL - 01030
Prepare and submit an application for a Dust Control Permit with Maricopa County Air Quality Department and close-out the Permit once the project is complete.
Construct and maintain air pollution control measures as outlined in the Permit and as directed by Maricopa County Air Quality Department.
Ensure that air pollution control materials and measures meet the requirements specified in the Dust Control Permit.
3.1 Plan and Construction
Prior to the start of construction, prepare and submit an Application for Dust Control Permit according to the guidelines detailed by the Maricopa County Air Quality Department.
Four (4) copies of the Permit shall be prepared. The contractor shall maintain one copy at their office and one at the construction site. Two copies shall be submitted to the CO.
The Application shall be submitted to One Stop Shop 501 N. 44th Street, Suite 200, Phoenix, AZ 85008.

The contractor shall perform inspections of the air pollution control measures and shall prepare and maintain all required records and reports.
When construction is complete and accepted by the Forest Service, prepare and submit close-out materials according to the guidelines detailed by the Maricopa County Air Quality Department.

DIVISION 1 - GENERAL
DEFINITIONS - 01102
Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:
Adjustment in Contract Price. "Adjustment in contract price" shall mean "equitable adjustment" as used in the Federal Acquisition Regulations.
Arch Pipe. A culvert section, usually formed of bolted structural plates, that is an arc of a circle (usually one-half or less); that is, a bottomless culvert.
Base Course. The layer or layers of specified or selected material of designed thickness placed on a subbase or subgrade to support a surface course.
Bearings. The portion of a beam, girder, or truss that transmits the bridge superstructure load to the substructure.
Berm. Curb or dike constructed to control runoff water or traffic flow.
Change. "Change" means "Change Order" as used in the Federal Acquisition Regulations.
Clearing Limits. The limits of clearing as designated on the ground or on the drawings.
Conduit. A natural or artificial channel for carrying fluids, as water pipes, canals, and aqueducts.
Construction Slash. All vegetative material not meeting utilization standards, such as tops and limbs, timber, brush, and grubbed stumps associated with construction or reconstruction of a facility.
Contracting Officer (CO). The person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.
Contractor. The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract and acting directly or through their agent, employees, or subcontractors.
Controlled Felling. Directing the placement of trees in felling by wedges, jacks, cable tension, or distribution of holding wood or any combinations of these which will ensure that trees are dropped into previously cleared areas, or clear of any objects that are to remain.

Culvert. A conduit or passageway under a road, trail, or other obstruction. A culvert differs from a bridge in that it is usually constructed entirely below the elevation of the traveled way.
Cushion Material. Native or imported material generally placed over rocky sections of unsurfaced roads to provide a usable and maintainable traveled way.
Defect. A failure to meet a requirement with respect to a single quality characteristic.
Drawings. The documents, including plan and profile sheets, cross sections, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials showing details for construction of a facility.
Embankment. A structure of soil, aggregate, or rock material placed on the prepared ground surface and constructed to subgrade.
Engineer. The Contracting Officer's Representative (COR) responsible for onsite administration of the contract.
Equipment. All machinery and equipment, together with the necessary supplies for upkeep and maintenance, as well as tools and apparatus necessary for the proper construction and acceptable completion of the work.
Excess Excavation. Material from the excavation in excess of that needed for construction of designed roadways and facilities.
Forest Service. The United States of America, acting through the Forest Service, U.S.
Department of Agriculture.
Gauge. The term "gauge" when used in connection with the measurement of plates will mean the U.S. Standard Gauge, except when reference is made to the measurement of metal sheets used in the manufacture of corrugated metal, pipe, metal plate culverts and arches, and metal cribbing, then the term means the "gauge" or "thickness" specified in AASHTO M 36, M 167, M 196, and M 219, as applicable. When the term "gauge" refers to the measurement of wire, it will mean the wire gauge specified in AASHTO M 32.
Government Land. National Forest System lands, and other lands controlled or administered by the Forest Service or by other Federal agencies.
Inspector. The Government-authorized representative designated in writing by the CO or COR responsible for detailed inspection.
Job-Mix Formula. The percentage of each material in a mixture intended for a particular use.

Laboratory. A testing laboratory of the Government or any other testing laboratory approved by the Contracting Officer.
Materials. Any substance specified for use in the construction of the project and its appurtenances.
Maximum Density. The highest density that can be obtained under stated conditions.
Measurement. Determining and expressing the quantities of work or materials.
Multi-Beam Girder. A precast, prestressed concrete member where the concrete deck is precast as an integral part of the member.
Neat Line. A line defining the proposed or specified limits of an excavation or structure.
Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements of material to be used in the construction.
Nominal Maximum Particle Size. The largest sieve size listed in the applicable specification upon which any material is permitted to be retained.
Overbreak. Material beyond the neat line of an excavation that is removed in the process of excavation, usually by blasting.
Pavement Structure. Subbase, base, or surface course, or combination thereof, placed on a subgrade to support the traffic load and distribute it to the roadbed.
Pipe. A culvert that is circular (round) in cross-section.
Pipe-Arch. A pipe that has been factory-deformed from a circular shape such that the width (or span) is larger than the vertical dimension (or rise).
Profile Grade. The trace of a vertical plane, as shown on the drawings, intersecting the top surface at the centerline of the proposed facility construction.
Random Sampling. Sampling at times or locations determined in advance by the use of a table of random numbers.
Reasonably Close Conformity. Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the drawings, indicated in the specifications, or designated on the ground. "Reasonably close conformity" is compliance with reasonable and customary manufacturing and construction tolerances.

Roadway. The portion of the road within the limits of excavation and embankment, including slope rounding.
Schedule of Items. A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, methods of measurement, unit price, and amount.
Second Samples. A sample taken when the initial sample indicates that the material is defective.
Sidewalk. The portion of the roadway constructed primarily for pedestrian use.
Specifications. A description of the technical requirements for a material, product, or service that includes criteria for determination whether these requirements are met.
Standard Specifications. Specifications approved for general application and repetitive use.
Subbase. The layers of specified or selected material of designed thickness placed on a subgrade to support a base course.
Subgrade. The layers of roadbed that bring it up to the top surface, upon which subbase, base, or surface course is constructed. For roads without base course or surface course, that portion of roadbed prepared as the finished wearing surface.
Tackifier. Binder for vegetative mulch.
Target Value. The percentage of each material in a mixture intended for a particular use from which allowable variations are measured.
Unit of Measurement. The unit and fractions of units shown in the Schedule of Items.
Unsuitable Material. The material excavated during roadway construction that is not usable in embankment and must be disposed of or that can be used only in certain locations or for limited purposes.

MEASUREMENT AND PAYMENT - 01103
1.1 – Requirements
Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to and included in the payment of the pay items in the
SCHEDULE OF ITEMS.
1.2 – Payment
One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item.
(a) Designed Quantities (DQ): These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:
(1) As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, etc., will not be considered changes in quantities.
(2) As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent.
(3) As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
(b) Actual Quantities (AQ): These quantities are determined from measurements of completed work.
Final payment will be made for the actual quantities at the unit price shown in the SCHEDULE OF ITEMS, subject to the Variation in Quantities Provision.

(c) Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.
1.3 - Units of Measurement:
Payment will be by units defined and determined according to U.S. Standard measure.

USE OF SITE AND PUBLIC CLOSURES - 01141
1.1 – Use of Site by Public
The Phon D. Sutton Recreation area will be open to the public during construction.
1.2 – Use of Site by Contractor
Storage Area: An area within the recreation area will be made available for use as a storage area. The CO shall approve the location of the area prior to its use. Toilet buildings shall not be used for storage.
Sanitary Facilities: The contractor shall provide port-a-johns for the duration of the project. Toilet buildings are not to be used. Each port-a-john shall be located in separate areas of the project convenient to contractor’s personnel.
2.1 – Construction area closure devices and signage
All signs and barricades shall be per the Manual on Uniform Traffic Control Devices (MUTCD), latest edition. Each site shall be secured with construction fencing to prevent public entry.
3.1 – Closure of construction area to the public
The government cannot guarantee that the public will not enter the construction area during the closure.
Use of Site and Public Closures will not be measured for payment.

SUBMITTALS - 01300
1.1 - Requirements
It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. Contractor shall allow ten days for processing of submittals by the Government.
Submittals may also be referred to as shop drawings.
1.2 - Manufacturer's Literature and Shop Drawings
Submit two (2) copies to the Engineer for approval on the items required herein.
Submittal specifications are to be submitted in the following format:
A. The specifications and salient qualities of the item specified in the contract.
B. The specifications and salient qualities of the submittal item.
C. A listing of the differences and a comparison between the two, including but not limited to the structural qualities, operational qualities, any modifications necessary to accomplish installation of unit, and guarantee and warranty.
D. A cost comparison between the specified and submitted item(s) with the cost reduction benefit to the government or adequate justification for a cost increase to the government.
E. Shop drawings of submitted item(s) including wiring or layout diagrams.
If there are any modifications necessary to facilitate installation, a set of drawings showing installation of specified item and a set showing how the submittal item will be installed.
If the specified item is to be handicapped accessible the submittal item needs to show handicapped access on submitted drawings, not just state it is available as handicapped accessible.

CONSTRUCTION SURVEYING - 01330
1.1 – Work
Construction surveying and staking of the project in accordance with the drawings and specifications. Furnish all labor, equipment, instruments, materials, transportation, and other incidentals necessary to complete the construction surveying and staking in accordance with these specifications and acceptable engineering practice. In addition, set grade-finishing stakes, and stake structures.
Conduct construction surveying and staking under the direction of a licensed professional land surveyor. Periodic visits to the project site are required.
2.1 – Stakes
Furnish stakes of the type and quality normally used in highway survey work, and suitable for the intended use. Furnish stakes and hubs of sufficient length to provide a solid set in the ground with sufficient surface area above ground for necessary legible markings.
2.1 – Government-Furnished Data
The government will set control points, and will furnish the Northing, Easting, and Elevation for each control point. Data relating to horizontal and vertical alignment, and other design data will be furnished by the government.
3.1 – General
Perform additional calculations for convenient use of government-furnished data.
Provide immediate notification of apparent errors in the initial staking or in government-furnished data.
Before surveying or staking, discuss and coordinate the following with the CO:
(1) Surveying and staking methods,
(2) Stake marking,
(3) Grade control for courses of material,
(4) Referencing, 01330-2
(5) Structure control, and
(6) Any other procedures and controls necessary for the work
All construction surveying and staking shall be within the tolerances shown in Table 170A. Survey field notes shall be prepared in an approved format. Furnish all field notes and calculations that support pay quantities. All field notes and supporting documentation become the property of the government upon completion of the work.
Start work only after staking for the affected work is accepted. The construction survey and staking work may be spot-checked for accuracy and unacceptable portions of work may be rejected. Resurvey rejected work and correct work that is not within the tolerances specified in Table 170-A. Acceptance of the construction staking does not relieve the Contractor of responsibility for correction of errors discovered during the work and for bearing all additional costs associated with the error. Remove and dispose of all flagging, lath, stakes, and other staking material after the project is complete.
(a) Control Points Relocate control points in conflict with construction to areas that will not be disturbed by construction operations. Furnish the coordinates (Northings & Eastings) and elevations for the relocated control points before the original points are disturbed.
(b) Roadway cross-section When required take cross-section normal to centerline. The centerline spacing between cross-section locations shall not exceed 50 feet. Take additional cross-sections at breaks in topography and at changes in the typical section. For each cross-section, measure and record points at breaks in topography, but at least every 15 feet. Measure and record points to at least the anticipated slopes and reference locations. Reduce all cross-section distances to horizontal distances from centerline.
(c) Slopes stakes and references Set slope stakes and references on both sides of centerline at the cross-section locations. Establish slope stakes in the field at the actual point of intersection of the design roadway slope with the natural ground line. Set slope stake references outside the clearing limits. Include all references point and slope stake information on the reference stakes. When initial references are provided, slope stakes may be set from these points with verification of the slope stake location with field measurements. Re-catch slope stake on any section that does not match the staking report within the tolerances established in Table 170-A. Take roadway cross-section data between centerline and the new slope stake location for determination of earthwork quantities if required by Section 160.05(b) or Section 161.02(b), set additional references even when initial references are provided.
(d) Clearing and grubbing limits Set clearing and grubbing limits on both sides of centerline at roadway cross-section locations, spurs, campsite use pads, and other areas requiring clearing.

(e) Centerline re-establishment Reestablish centerline from control points. Spacing between centerline points shall not exceed 50 feet. Establish centerline as many times as necessary to construct the work.
(f) Grade finishing stakes Set grade finishing stakes, for grade elevations and horizontal alignment, on centerline and on each shoulder of roadway. Except for roads 14 feet or less in width, NO centerline stakes shall be required. Set stakes at the top of subgrade and the top of each aggregate course. Where turnouts are constructed, set stakes on centerline, on each normal shoulder, and on the shoulder of the turnout. In parking areas, set stakes at the center and along the edges of the parking area. Set stakes in all ditches to be paved. The maximum spacing between stakes in any direction is 50 feet. Use brushes or guard stakes at each stake. Reset grade finishing stakes as many times as necessary to construct the subgrade and each aggregate course.
(g) Drainage structures Stake drainage structures to fit field conditions. The location of the structures may differ from the plans. Perform the following:
(1) Survey and record the ground profile along centerline of structure.
(2) Determine the slope catch points at the inlet and outlet.
(3) Set reference points and record information necessary to determine structure length and end treatments.
(4) Stake ditches or grade to make the structure functional.
(h) Intermediate surveying and staking Perform all surveying, staking, recording of data, and calculations as necessary to construct the project from the basic layout and controls established in (a) through
(g) above. Perform additional surveying and staking necessary to execute individual work items. Re-measure roadway excavation quantities if it has been determined that any portion of the work is acceptable but has not been completed to the lines, grades, and dimensions shown on the plans or established by the CO.

This work shall consist of providing quality control in conformance with the Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specification. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

1.3 - Submittals

3.1 - Contractor's Representative

3.2 - Project Schedule
Submit a project schedule stating information such as proposed dates of completion of various elements of construction.
3.3 - Quality Control Plan
The Quality Control Plan shall consist of the following:
(1) Authorities and responsibilities of inspection and testing personnel.
(2) Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.
The Contractor's proposed quality control plan for all items requiring quality control shall be submitted to the CO for review prior to the Contractor commencing work. Within 10 days of receipt of the plan, the CO shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor's receipt of written approval of the proposed plan. The Contractor shall submit to the CO, in writing, any proposed changes in the approved quality control plan. Proposed changes shall not be put into effect until approved in writing by the CO.
All work shall comply with local applicable codes and codes referenced in individual sections of the technical specifications.
3.4 - Sampling, Testing, Inspection, and Measurement of Quantities
The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed onsite or offsite. Sampling and testing frequency for specific items shall be specified in the related section.
The Contractor shall maintain current records of all inspections and tests performed. The following information will be acceptable to the Government:

The Contractor shall engage inspection and testing agencies which are prequalified as complying with the recommendations of "Independent Laboratory Qualification" by the American Council of Independent Laboratories, and which specialize in the types of inspections and tests to be preformed.
The Contractor shall protect construction exposed by or for quality control service activities and protect repaired construction. Upon completion of inspection and testing repair damaged construction and restore substrates and finishes to eliminate deficiencies.
The Contractor is responsible for repair and protection of inspected work, whether inspection is performed by the Contractor or by the Government.
The Contractor shall certify in writing that all inspections and tests were performed in accordance with specifications.
3.5 - As-Built Drawings
The Contractor shall maintain a set of the contract drawings depicting as-built conditions.
These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings.
Upon completion of the contract work, as-built drawings shall be submitted by the Contractor.
3.6 - Certificates and Measurements
Certification:
The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications.
Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.
Measurements:
The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ). The Contractor shall compute the quantities for periodic progress payments; the Engineer will compute the quantities for the final payment based on measurements taken by the Contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

Incidental purchases needed to remedy minor shortages of material shall be certified by the contractor. Earth, aggregate, and concrete material shall be certified and accurately completed indicating weights, volumes, and batch times where appropriate.
When the material sources are not designated as Government-furnished or the Contractor elects not to use designated sources, the Contractor shall be responsible for furnishing materials that produce an end product equivalent in performance to that originally designated and that meets contract specifications.
There will be no separate measurement for this section.

This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

Progress payments will be made as follows:
The Contractor can request payment for performance and payment bonds. The amount of the premium, including coinsurance and reinsurance agreements, will be paid upon receipt of evidence of full payment to the surety. When separate payment for bonding cost is made, the bonding cost will be subtracted from the total contract amount for this pay item and the balance paid in accordance with the progress payment schedule outlined below.
(a) When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
(b) When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
(c) Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

3.3 – Backfill and Disposal
All voids left after removal, not being incorporated into the work, shall be backfilled and compacted in accordance with Section 02224.
All materials removed and designated for disposal AS SHOWN ON THE DRAWINGS OR NOTED IN THE SPECIFICATIONS shall be removed from National Forest Lands and disposed of in accordance with local regulations regarding disposal of construction waste.
