MEMORANDUM FOR: Prospective Bidder
FROM: Wesley Wilson, Supervisory Contract Specialist
SUBJECT: Solicitation RFQ-40105-0003-07
The Metropolitan Correctional Center, Chicago, Illinois is soliciting bids for a licensed forensic psychologist in accordance to RFQ-40105-0003-07.
Please read the RFQ carefully and be sure that all information requested is included in your quote. Evaluators will neither make assumptions nor draw inferences regarding missing or incomplete data. The quote you submit is what will be evaluated. Missing or incomplete data could result in the elimination of your quote from further consideration. In particular, you should complete FAR 52.212-2, Offeror Representations and
Certifications Commercial Items, and furnish detailed explanations regarding how the requirements of the
Statement of W ork will be met.
All communications regarding this RFQ, including any of a technical nature, must be made in writing to the
Contracting Officer. Questions will not be answered by telephone or in person , since the questions and the
Government's response will be transmitted in writing to all prospective offerors. Questions or comments may be faxed to the attention of the Contracting Officer at (312) 886-4398.
Please read the important instructions that are incorporated by reference by FAR provision 52.212-1, "Instructions to Offerors-Commercial Items", and any addendum to the provision.
An original and two (2) signed copies of your quote must be submitted as to be received no later than May
29, 2007, at the following address:

The contracting officer assigned to this procurement is the undersigned. Your attention is directed to the fact that the contracting officer is the only individual who can legally commit or obligate the government to an expenditure of public funds should a contract result from this RFQ.
Prospective offerors are also cautioned against discussing the preparation of their quote (or any technical questions) with government technical personnel. The circumstances of such contact, when verified, may result in non-consideration of the quote. Accordingly, all communication prior to award shall be directed to the Contracting Officer, in writing, at the aforementioned address.
