Identification of the statutory authority permitting other than full and open competition FAR Part 13.106-1(c): Brand Name The purpose of this acquisition is to purchase Nexcelom Cellaca MX Automated Cell Counter. The LPD requires a high throughput cell counting system that can process the volume of samples this lab generates while also being operated safely within a Biosafety Level 3 Laboratory. The Cellaca by Nexcelom is a high-throughput cell counting system utilizing the established techniques and reagents already present in the lab. It uses a 96-well plate format, enabling 24 counts in a matter of just a few minutes, a feat which typically would take us ten times as long. All other available cell counters which can accomplish high throughput are flow-cytometry based, a technology that requires more physical space and expensive reagents. The Cellaca uses simple AOPI counting solution, a reagent already commonly used in our lab. Due to planned use in the BSL3 laboratory, size and safe operation of the unit is an important requirement. The size specifications of the proposed unit fit the required limitations (13 in x 13 in x 16 in or smaller), and this is the only non-flow-cytometry based cell counting system available. This feature is required as conventional flow-cytometers generate dangerous aerosols, precluding any use in the BSL3.
