Statement of Work

1. Background The USDA-ARS SEWRL has collected over 45 years of time series data. The data collection network consists of over 60 sites. Data from these sites are either manually or remotely collected. Many of these data contain temporal and spatial components. The temporal component includes data collected at five minute intervals and event driven data with a one minute resolution. The time series consist of water chemistry, soils, pesticides, hydrologic, biological, meteorology, climatology, inventory, metadata and modeled data.

2. The vendor must be able to supply and meet the following criteria:

· Data management software must be able to store water chemistry, soils, pesticide, hydrologic, biological, meteorology, climatology, inventory, metadata (including historical land use and land management data), and modeled time series data. The software must also manage derived data from previously archived data sets. All of the above data must be completely integrated in a core database.

· The software must be scalable and flexible to meet the expanding data management needs of the users. The software must not be constrained to the number of parameters, units, stations, metadata attributes, and data types managed. The addition of new parameters, units, stations, metadata attributes, and data types must be added without the need to change the structure of the database. The user must be provided the means to make aforementioned additions.

· Automated or manual ingest capabilities from datalogger files. File types include legacy and current Campbell Scientific dataloggers, Onset Computer dataloggers and Sentek dataloggers. Must also be capable of automatically ingesting data from other sources such as data acquisition programs, databases, websites, spreadsheets or manual input forms. User must also be able to define import specifications for unique data formats.

· The software must be able to perform automated quality assurance checks inside of the software and flag or correct data while preserving the original record. All data manipulation must be auditable and logged according to user login. The automated quality assurance checks must be user configurable.

· The software must provide the tools and functions for daily load calculations, regression analysis, calculating rainfall intensities and storm durations. The tools provided must include real time data analysis of river stage and discharge measurements and automated calculations of loads. The software must be capable of providing summary statistics on time series data. The software must allow the user to customize analysis tools and/or incorporate open source tools into the automatic processes.

· The software must provide the ability to graphically display multiple time series data sets and summary statistics. These graphical displays must exportable as presentation quality images for use in reports and publications.

· Data management software must be capable of automatic communication between ESRI ArcGIS and the managed time series data set.

· The data management software must have customizable reporting tools to allow the user to format data outputs to meet various reporting requirements. Reports must be able to be automated or manually executed. Data exported from the software must be in a format readably accessible by other data users. These formats include but not limited to: WML, WML2, JSON, DataJSON, ESRI-JSON, ASCII, CSV, XLSX, KML, ESRI Layer Pack, ZIP, JPG, PNG, RASTER, and HTML.

· The data management software must be capable of publishing and sharing real time data to the Internet. The software must support the following XML exchange formats but not limited to WaterML 1.0/2.0, SOS, WaterOneFlow, WMS, and WFS. The web interface must be capable of interactively displaying graphical quality assured time series data as well as quality assured tabular time series data. This interface must allow users to export data in formats listed above also including ASCII, HTML, CSV, XLS, JSON, GeoJSON, and PNG/JPG.

· Data must be secure through user access rights assigned by administrator control. The rights must include the capability to search, retrieve, validate, edit, approve edits, display, analyze and report on the time series data sets mentioned above.

· Access to customer support either by phone or email must be provided during the normal business hours of 08:00 to 16:30 Eastern Time.

3. Submittals should include:

· Price quotation to include setup, installation and training cost. The quote must also include any reoccurring maintenance cost as a separate line item. The quote must be broken down into individual unit costs. (i.e. cost of setup, cost of training, etc.)

· A proposal describing the data management software capabilities and/or limitations. The proposal must include the minimum system computing requirements, initial setup requirements, networking requirements, any additional software needs and expected schedule to complete setup, installation and training.

· If requested, a demonstration highlighting the software’s ability to function as described in the criteria outlined in section 2.

· Three past performance references to include one for similar work.
