3. The Army (Fort Bragg) has the following requirement:

Item: Polaris MRZR4, Desert Tan Polaris model number: M14XT9EME Quantity: Thirty-three (33) each

4. This action is being conducted under the Multiple Award Schedule Program. The authority waiving competition requirements is FAR 8.405-6(b)(l): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The use of this authority is necessary because only Polaris light A TVs are able to support the requirement.

The contracting officer has determined the prices of Polaris Sales, Inc. light ATV fair and reasonable based on price analysis, including favorable comparison to commercial catalog pricing and their GSA contract. The proposed order represents the best value to the Government in accordance with FAR 8.404(d) and will result in the lowest overall cost alternative to meet the Government's needs. When placing the proposed order, an attempt will be made to obtain a price reduction based on the quantity required.

6. Market research was conducted prior to the issuance of HEPP solicitation SPM8EC-11- R-0005. DLA Troop Support conducted an Industry Day on June 13, 2011 for heavy equipment product groups. There were sixty-four (64) companies attending this event.

As a result of Industry Day, DLA Troop Support HEPP issued solicitations for seven (7) different product groups, one of which was for Fire and Rescue Vehicles and Other Vehicles. HEPP received offers in response to the solicitation for Fire and Rescue vehicles and Other Vehicles. Eleven (11) contracts have since been awarded to: Oshkosh Defense LLC, Kovatch Mobile Equipment, Pierce Manufacturing, E-One, Inc., M-B Companies, Polaris Sales, Inc., West-Mark, Nomad GCS, Vantage Vehicle Intl Inc., Rosenbauer America, and Wausau Equipment Co. This is a continuous solicitation in that any firm is permitted to submit an offer at any time up to August 30, 2015.

7. There are no other facts supporting the use of other than full and open competition.

8. As future requirements for light ATVs arise, market research will be conducted in an effort to identify manufacturers for the required item to foster competition.
